Job Title: Enterprise Architect - health systems (need a senior candidate in Health and human services)
Location: Austin TX (Hybrid - Local to Austin Area Only)
We are currently seeking candidates who meet the following qualification
Mandatory Qualifications - Progressive experience in a Business Architect role or similar strategic capacity with a strong emphasis on enterprise-level initiatives.
- Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. Demonstrated ability to drive measurable improvements in operational efficiency and service delivery.
- Demonstrable expertise with MITA (Medicaid Information Technology Architecture) including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
- Exceptional business modeling skills with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN) Unified Modeling Language (UML) ArchiMate and strong understanding of enterprise architecture frameworks like TOGAF.
- Superior analytical problem-solving and critical thinking abilities with a strong capacity to dissect complex issues and formulate pragmatic solutions.
- Excellent written and verbal communication presentation and interpersonal skills with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
- Strong negotiation facilitation and conflict resolution skills.
- Bachelors degree in Business Administration Information Technology Computer Science or a related field. Masters degree preferred.
- Demonstrated ability to work successfully with technical and non-technical groups on complex business problems analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications.
Preferred Qualifications - Direct hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g. Medicaid SNAP TANF CHIP). This includes a deep understanding of federal regulations state-specific policy nuances and modernization strategies.
- Experience working within a government or public sector environment.
- Relevant certifications such as Certified Business Analysis Professional (CBAP) TOGAF BPMN Lean Six Sigma Green or Black Belt.
- Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
Responsibilities - Lead large-scale digital transformation initiatives identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
- Conduct comprehensive analysis of current-state business processes and systems identifying gaps inefficiencies and opportunities for reengineering to align with industry best practices and organizational objectives.
- Apply expertise in MITA to assess current operations design MITA-aligned future state architectures and guide organizations through MITA State Self-Assessments.
- Develop and maintain detailed business architecture models including capability models value streams information maps and organizational structures.
- Collaborate with executive leadership program managers IT architects and stakeholders to ensure alignment of business strategies with technical solutions.
- Translate complex business requirements into actionable designs and blueprints that inform IT development and implementation.
- Facilitate workshops strategy sessions and design thinking exercises to align diverse stakeholders around a shared vision of transformation.
- Provide mentorship thought leadership and knowledge transfer to team members and stakeholders on business architecture methodologies MITA practices and process reengineering.
- Ensure compliance with applicable regulations standards and frameworks while driving innovation and efficiency.
