DESCRIPTION
- This is an unclassified non-career position. Non-career employees are allowed a maximum of 1600 work hours available over a 12-month period. Employees will be scheduled for 40 hours of work per week up to the maximum 1600 work hours.Non-Career employees are considered part-time temporary at-will employees who are not eligible for paid leave such as vacation personal leave or holidays. Non-Career employees subject to Assembly Bill 1522 will earn one (1) hour of sick leave for every 30 hours worked including any overtime hours up to a maximum accrual of 48 hours.Candidates hired under this recruitment will receive classroom and field training in a variety of Utilities-related fields. Experience gained as a Water Utility Worker I (Non-Career) may be used although not guaranteed as qualifying experience for Water Treatment Operator and/or Water Utility Mechanic classified position examinations. Other benefits of the Academy include financial assistance with Water Distribution Water Treatment and Collection System Maintenance exams and certifications and behind-the-wheel class A & B commercial drivers license training (special conditions apply such as: a commercial permit is required to receive behind-the-wheel training and if assigned to the Treatment Plant you do not receive commercial drivers training).THE DEPARTMENT
Long Beach Utilities provides safe clean reliable and affordable water gas and sewer services to the Long Beach community. The service area supports 500000 customers represented by 90000 water accounts 145000 gas accounts and 90000 sewer accounts in 52 square miles. This service area includes Long Beachs downtown core waterfront accounts suburban areas and dense multifamily portions of the region. The department also provides natural gas service to residents and businesses in the City of Signal Hill. As a municipal utility Long Beach Utilities natural gas rates and policies are established by the Board of Utilities Commission consisting of five residents of Long Beach.Water.Every day Long Beach Utilities treats 32 million gallons of drinking water at the Long Beach Groundwater Treatment Plant (GWTP) and distributes this water after blending with imported water to 90000 households and businesses throughout the City of Long Beach. The GWTP also hosts a California Environmental Laboratory Accreditation as a Certified Water Quality Laboratory which performs 60000 to 70000 water quality tests per year to ensure the high quality of the drinking water.Gas.The City Charter requires Long Beach rates to be comparable to the rates charged by surrounding gas utilities for similar types of the region the Southern California Gas Company is the only other natural gas utility providing similar service and serves as the market benchmark. The City of Long Beach natural gas service territory includes the cities of Long Beach and Signal Hill and sections of surrounding communities including Lakewood Bellflower Compton Seal Beach Paramount and Los Alamitos.Sewer.Long Beach Utilities owns operates and maintains over 700 miles of sanitary sewer lines safely collecting and delivering over 32 million gallons of wastewater per day to the Sanitation Districts of Los Angeles County for treatment.To learn more visit.THE POSITION
The Long Beach Utilities Department has immediate openings for Water Utility Worker I - Non-Career in the Water Services Sewer Operations Water Construction and Water Treatment Divisions. This position is a non-career unclassified position and may work at a variety of locations within the City of Long Beach. EXAMPLES OF DUTIES
- Under direct supervision performs heavy manual semi-skilled and skilled work in the installation maintenance operation testing and repair of water distribution wastewater collection system or water treatment and sewer lift station facilities and components.
- Installs maintains repairs and replaces water mains water services control valves meters fire hydrants and other water distribution system components.
- Operates high-velocity jetters cleaning sanitary sewer lines or other collection system facilities and inspecting sewer lines utilizing closed-circuit televisions equipment.
- Operates trucks pneumatic and hydraulic tools and related construction equipment.
- Cleans inspects repairs and replaces sewer lines water lines and chemical lines.
- Maintains Treatment Plant facilities.
- Performs basic field and laboratory analysis.
- Assists in repair and/or installation of pumps chemical feed systems and treatment equipment.
- Excavates shores backfills and compacts trenches.
- Responds to service calls from customers stakeholders and the public.
- May handle or transport various chemicals used in the treatment process.
- Follows all safety rules and regulations.
- Performs other related duties as required.
REQUIREMENTS TO FILE
Minimum Qualifications
- Must be at least 18 years old.
- Must possess a valid drivers license (California license required within three months if applying from out of state.)
- Ability to learn and safely perform unskilled or semiskilled work in a maintenance or technical occupation.
- Ability to read and comprehend written instructions and procedures listen and follow verbal instructions and follow rules and regulations.
- Ability to read independently at a high school level to complete reading assignments involving concepts of water treatment/water distribution/water quality/wastewater collection operations and maintenance.
- Ability to use common hand and power tools.
- Ability to endure long periods of physical labor.
- Ability to deal courteously with the public.
- Knowledge of basic arithmetic and ability to grasp understand and perform mathematical computations.
- Ability to properly lift up to 90 lbs. without assistance for construction related positions and 50 lbs without assistance for Treatment Plant positions.
- Ability to work in full respirator without restrictions (Treatment Plant positions) and half-face respirator (Water Construction Water Services and Sewer Operations positions).
- When assigned standby duty ability to respond to emergency call-outs on a 24-hour basis and report to designated location within 30 minutes.
- Ability to work various hours/shifts weekends and holidays.
- Experience in a water treatment facility water or wastewater agency.
- Experience in any of the following areas: general construction operation of various building or construction-related equipment operation and maintenance of pumps valves and related mechanical equipment mechanical repair and/or maintenance pipeline infrastructure plumbing carpentry welding or other trade-related work.
- Commercial drivers license (Class A or B.)
- Possession of water industry certifications such as the Water Treatment Operator or Water Distribution Operator certification from the State Water Resources Control Board or California Department of Public Health or the Collection System Maintenance certification from the California Water Environment Association.
- Associate degree or higher in biology chemical engineering chemistry civil engineering environmental engineering microbiology public health or sanitary engineering.
- Associate degree or certificate in Water or Wastewater Technology that includes at least 15 units of physical chemical or biological science.
