Purpose of the Role:
The Head of Medical Manpower Planning will be responsible for the overall management of the HR Medical Division including manpower planning for Consultants and NCHDs reporting to the Director of Human Resources or deputy.

Key Duties and Responsibilities
Operational and Strategic
- Maintain throughout the Hospital awareness of the primacy of the patient in relation to all Hospital activities.
- Demonstrate behaviour consistent with the Values of the Hospital.
- To provide advice guidance and support to Senior Medical staff on a range of strategic and operational HR Management matters.
- Lead and work closely with senior medical staff on advancing the modernisation agenda workforce planning EU working time directive and medical education issues.
- Report to the Director of HR or deputy and work as part of the HR Senior Leadership team.
- Contribute to the implementation of a programme of organisational change and development consistent with the Hospitals future plans.
- The development and implementation of new rostering arrangements in consultation with key stakeholders (managers consultants and NCHDs)
- Lead on the attainment of compliance with EWTD legal and regulatory requirements.
- The development of appropriate monitoring and control arrangements to ensure that employers statutory and contractual obligations are fulfilled.
- Ensure the most efficient use of the CORE Time and Attendance System to monitor attendance and payment of overtime for medical staff.
- Ensure processes are in place for the management of all pay related payments to all medical staff including overtime training funds CME rest day etc.
- Represent the Hospital at national/regional meetings of Medical Manpower Managers.
- Carry out and assist on special projects/studies which involve the collection and analysis of data discussion and liaison with department heads.
- Maintain best practice in relation to recruitment selection and induction of medical personal ensuring appropriate compliance is in place.
- Oversea the management of the recruitment processes for both Consultants and NCHDs having regard to the approved medical staff complement and procedures to be met in filling posts.
- Work with colleges and other healthcare employers to ensure effective transition of medical staff.
- Oversee the management and administration of issuing of contracts of employment which meet all relevant legislation requirements with regard to terms and conditions of employment.
- The development of manpower plans and recruitment and retention strategies for NCHDs and Consultants.
- Develop and implement effective processes for the efficient deployment of Locum NCHDs.
Leadership/Management of Team
- The overall management of the Medical Division including manpower planning for Consultants and NCHDs.
- With support from the IR team in HR Operations oversee the management of all Employee/Industrial relation discussions for the Consultants and NCHDs which may include attendance at the Workplace Relations Committee (WRC).
- Work with HR and other colleagues to provide HR leadership in the hospital and to pro-actively manage the hospitals Medical Division to ensure that it meets and anticipates ever changing needs.
- Provide effective leadership and management of the medical division that enables staff to perform to their full potential.
- Ensure that staffing levels and skill mix are appropriate and within the resource allocation.
- Recruit select and train staff with professional advice and support from Human Resources.
- Create and promote open communications healthy working relationships and stimulate initiative among the team.
- Motivate team members by agreeing goals and objectives through performance achievement reviews.
- Ensure that the Medical Manpower Team make the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.
- Collect interpret and present data and information on the Departments activities staffing and expenditure.
- Manage the budget for the Medical Manpower Manager department ensuring the most effective use of available resources.
- Ensure that expenditure is controlled within agreed budgets/cash limits and in compliance with the Hospitals financial plan.
- Ensure that statistical and management information is provided to Management on a monthly basis or as required.
- Develop and maintain with support from IT appropriate management information systems to support HR and Medical Administration requirements operational effectiveness and to facilitate decision making through the provision of timely and relevant information and the production of agreed reports.
Qualifications & Experience required
Must have:
- Degree (level 7 QQI or above) in a relevant field
- 4 years relevant experience
- HR experience is not essential consideration will be given to applicants who have experience of managing a team/service
- Minimum of 3 years Supervisory / Management experience
- Practical experience of use of IT systems / packages
- Fluent command and understanding of the English language to include spoken and written word.
Desirable:
- HR Experience
- Masters in a relevant field
- Similar experience in a comparable size organization in a healthcare setting

- The appointment is temporary for an initial period of 12 months. This to facilitate interested candidates to consider looking for release from their existing role on an initial temporary basis.
- The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
- Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
