Job Description

THE POSITION

New hires in the Parking Facilities Maintenance Supervisorclassification may be eligible for one-time recruitment and retention bonuses totaling up to $5000 during the first year of employment.


The Department of Public Works Parking Services Division is seeking a Parking Facilities Maintenance Supervisor to oversee maintenance and repair operations of the City of Sacramentos Parking and Revenue Control System (PARCS). This includes maintenance on parking meters garage gate arms and a variety of payment kiosks owned and managed by the City of Sacramento. This position is full-time with operational needs that will require reporting to work on weekends holidays during evening shifts and in inclement weather conditions. This supervisory position will require work in the field performing maintenance operations.


IDEAL CANDIDATE STATEMENT

The ideal candidate will have the physical ability to use repair tools drive a City truck and the ability to troubleshoot mechanical issues with City revenue control equipment. This position will require the removal carrying and repair of parking revenue equipment that weighs 25 lbs. or more.

As this is the only classification in the division specifically assigned to repair of garage gate arms and also direct supervision of staff the ideal candidate will have reliable attendance conduct themselves in a professional manner as a representative of the City of Sacramento and be attentive to technical detail to service mechanical and computerized meter equipment.


DEFINITION

To supervise the work of personnel engaged in the maintenance repair and upkeep of parking lots equipment and related facilities and to perform technical inspections troubleshooting maintenance and repair of electronic/electro-mechanical parking control equipment.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Parking Manager. Responsibilities include the direct supervision of Maintenance Workers I and II and other assigned personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

EXAMPLES OF DUTIES

Depending upon assignment duties may include but are not limited to the following:

- Plan assign and supervise the work of employees performing a wide variety of parking lot maintenance and repair work.
- Estimate labor and material costs for work to be performed.
- Oversee the acquisition purchase and inventory of supplies and materials.
- Maintain work times equipment supply and material records; make reports of work performed.
- Inspect work in progress; assist workers in resolving difficult work problems.
- Instruct subordinates in work techniques use of equipment and safety precautions and requirements.
- Inspect parking lots to locate and determine the extent of repairs or maintenance required.
- Coordinate oversee and inspect work of private contractors engaged in parking lot maintenance and parking access or revenue control equipment repair work for the City.
- Inspect and test computerized and electro-mechanical parking access and revenue control equipment to ascertain operational efficiency and accuracy and to determine repairs or maintenance needed.
- Perform a variety of technical repairs on revenue and access control equipment such as the installation of fee computer printing ribbons and the removal and replacement of electronic micro-circuit boards and various other parts and components.
- Coordinate and oversee maintenance work and repairs performed on mechanical and electrical/electronic equipment by other City departments/divisions.
- Develop and implement preventive maintenance programs for sophisticated electronic/electro-mechanical parking access and revenue control systems.
- Assist in development of plans and specifications for computerized parking access and revenue control systems and parking facility installations and modifications.
- Assist in budget preparation and administration.
- Supervise train discipline and evaluate subordinate employees.
- Perform related duties as required.

QUALIFICATIONS

Knowledge of:

- Methods tools materials and equipment used in the operation maintenance and repair of parking structures or similar facilities.
- Principles of computerized electronic revenue control systems.
- Tools methods instruments and equipment used in maintenance and repair of sophisticated electronic systems including microprocessors.
- Occupational hazards and safety precautions necessary in the work.
- Typical defects and faults in construction of electronic systems.
- Principles and practices of effective supervision training discipline and performance evaluation.
- Building maintenance and repair.

Ability to:

- Plan and organize the work of subordinate personnel engaged in parking lot maintenance work.
- Keep records and prepare reports.
- Estimate costs and determine personnel and equipment needs.
- Read and interpret construction blueprints and electrical/electronic schematics.
- Identify maintenance and repair problems and take effective action in resolving them.
- Coordinate and oversee the installation maintenance and repair of computerized and electro-mechanical parking access and revenue control equipment.
- Use sophisticated electronic diagnostic equipment.
- Deal firmly and tactfully with contractors outside vendors and customers.
- Supervise train and evaluate subordinates.

Experience and Education:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of experience in the repair and maintenance of sophisticated electronic and electro-mechanical control systems involving micro-processors including at least one year as a supervisor.

Education:

Completion of a community college trade school or military electronic technology program equivalent to a two-year AA or certificate program or the U.S. Navy Class A Electronics School.

SPECIAL QUALIFICATION

A valid California Class C Driver License is required for appointment to this classification and must be maintained in order to continue employment in the classification.
