The City of San Joses Department of Planning Building and Code Enforcement serves to ensure the orderly and safe development of private properties compliance with all applicable building zoning and quality of life ordinances and regulations and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:
The Department is currently recruiting for two Division Managers for the Code Enforcement Division. The Department is seeking applicants who are committed to understanding executing and improving the customer experience to best achieve the above goals and objectives. This includes providing excellent service and guidance to residents property and business owners developers and other stakeholders throughout the planning building and code enforcement processes. Strong communication and interpersonal skills are essential as the department values building positive relationships and fostering collaboration with other departments agencies and the community. Additionally applicants who possess a strong knowledge of planning principles building codes and/or regulatory requirements will be highly valued as they will play a key role in ensuring compliance and promoting healthy safe and sustainable development practices.
The Code Enforcement Division
The primary objective of the Code Enforcement Division is to work in conjunction with property owners to promote and ensure the health safety and quality of life for all neighborhoods by ensuring compliance with City codes and standards on private property. This includes aspects ranging from the quality of residential housing conditions to land-use zoning and business activities within all neighborhoods to ensure the highest health safety and quality of life aspects for all neighborhoods.
The Code Enforcement Division is a nationally recognized leader for innovative and customer focused service programs. These programs are designed to facilitate partnerships to ensure safe living and working environments and to enhance quality of life through a solution-oriented culture. As the 13th largest city in the United States San Joss Code Enforcement Division provides exciting opportunities for Code Enforcement Professionals to make significant contributions and advancements to the profession in the areas of stakeholder partnerships ordinance and policy development data and performance analytics community-based plans environmental protection and other staff and policy implementation activities.
The Code Enforcement Division is divided into the following three sections:
The Departments Code Enforcement Division ensures private properties are in compliance with building zoning substandard housing blight and other various Municipal Codes through outreach education inspection and administrative enforcement by way of the following activities annually:
The salary range for Division Manager is $142622.48 - $225758.26. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates qualifications and experience.
The Division Manager positions perform work of considerable difficulty involving supervision of Code Enforcement Supervisors and staff responsible for enforcing various City codes and ordinances related to zoning housing blight and related health and safety areas. The incumbents will act on behalf of the Code Enforcement Deputy Director in matters relating to divisional responsibilities requiring a high level of leadership and administrative acumen. The Division Managers report directly to the Code Official/Deputy Director and are responsible for the day-to-day operations of assigned Code Program functions within the Department necessitating strong organizational and strategic planning skills.
Field Operations Division Manager: this position is responsible for overseeing the Multiple Housing Program and the Community Development Block Grant Program. These programs focus on proactive inspections complaint response and enforcement of rental units in buildings with three units or more. The Field Operations Division Manager ensures that all field operations are conducted efficiently and effectively maintaining high standards of compliance and safety. The Field Operations Division Manager also collaborates with various stakeholders to address any issues related to housing quality and community development.
Special OperationsDivision Manager: this position oversees the General Code Program which handles complaint response inspection and enforcement for all single-family homes condominiums/townhomes duplexes commercial and industrial private properties citywide. Additionally they manage Special Programs that enforce municipal code regulations for various business types including vacant buildings and storefronts tobacco retail licensing and abandoned shopping carts. The Special Operations Division Manager ensures that all special operations are conducted with a high level of professionalism and adherence to City codes and regulations. The Special Operations Division Manager also works closely with various stakeholders to address any issues related to special operations and community safety.
In addition to strong technical knowledge the successful candidates will also have excellent communication and interpersonal skills as they will be required to interact with a wide range of stakeholders including the City Attorneys Office San Jose Police Department and Housing Department as well as provide technical assistance in legal cases and ordinance development; attend community meetings and engages with customers and works directly with elected officials.
Responsibilities for the positions include but are not limited to the following:
Education: Bachelors Degree from an accredited college or university in a closely related field.
Experience: Six (6) years of progressively responsible experience directly related to code enforcement or a field involving regulatory compliance including three (3) years of supervisory experience.
Licenses or Certificates: Valid CA Drivers License
