The Deputy Director for Budget is a strategic management position responsible for the administration of an effective NC Medicaid Budget function that includes developing and documenting on behalf of the Chief Financial Officer and in close collaboration with Financial Planning & Analysis and all other DHB units the NC Medicaid biennial budget; monitoring managing and updating expenditures and revenues on a daily basis; and informing leadership regarding ongoing management of Division of Health Benefits (DHB) resources.

Job responsibilities include but are not limited to:
  • Provide strategic recommendations to DHB and DHHS leadership regarding budget policies procedures and costs.
  • Lead in close collaboration with Financial Planning & Analysis development of the annual and biennial Medicaid budgets (including program and administrative) and documentation of the executed budget in the North Carolina Financial System (NCFS) in compliance with all guidance and regulation from the NC General Assembly (NCGA) Office of State Budget and Management (OSBM) the federal Center for Medicare and Medicaid (CMS) and DHHS.
  • Direct and track all journal entries and budget revisions (including carry forward requests and liquidations) to ensure timely accurate and complete Medicaid program budget reporting by fund and account; and proactively advise leadership regarding any projected or immediate issues.
  • Oversee on a daily basis the monitoring and management of DHB administrative budgeting including tracking of filled positions vacancies salary reserve and lapsed salary; employee travel; administrative contracts; and IT projects (including those executed by ITD); and proactively advise leadership regarding any projected or immediate issues.
  • Monitor and manage the administrative Cost Allocation Plan (CAP) to ensure accurate federal reporting and maximize the federal draw available to DHB.
  • Oversee and maintain the DHB budget accounting structure adjusting as needed to accommodate new and/or changed program activities.
  • Collaborate closely with DHB Finance & Accounting and Financial Planning & Analysis OSBM and DHHS Office of the Controller (OoC) to produce timely and accurate quarterly and annual Federal Reporting to CMS and annual state financial reports.

Graduation from a four year college or university with a degree in business or public administration or in a field related to DHHS programs and five years of managerial and/or administrative experience in the public or private sectors involving significant decision-making authority in the planning organizing and directing in an area related to the above-mentioned programs
OR
an equivalent combination of training and experience.
