Job Description

Job Summary

The Los Angeles Homeless Services Authority (LAHSA) seeks motivated professionals who want to use their talents and skills to make a difference. Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.

The LAHSA team for this project will work with YHSIs regional partners (CEO-HI LAE DCFS DMH Long Beach CoC and Cross Systems Learning Table) to conduct comprehensive assessments of current systems identify gaps and opportunities for improvement and develop actionable plans to enhance service delivery for youth experiencing homelessness. The newly hired staff will engage deeply with local communities fostering partnerships with youth-serving organizations decision makers service providers and other relevant stakeholders. The dedicated efforts of this newly expanded team will be crucial in driving systemic change ultimately leading to a more effective and compassionate response to the needs of vulnerable young people in the region.

Essential Job Functions

  • Ability to drive and has safe and reliable transportation to attend meetings in the community
  • Oversee program structures to ensure that they meet the required standards.
  • Advocates for youth voices and meets with Youth Action Boards within each Service Planning Area.
  • Help to assist with funding review and/or spend down of the Youth CES portfolio.
  • Providing input to the design and implementation of the YHSI needs assessment.
  • Engaging county departments (CEO-HI DCFS DMH) the LAE and Long Beach CoC in designing and implementing policy and funding changes to improve the homeless response mental health and child welfare system for young people.
  • Collaborating with LAE and County CEO-HI to design an annual youth conference.
  • Perform other duties and special projects as assigned.

Knowledge Skills & Abilities

  • Understanding of Trauma-informed care and strong cultural competency
  • Knowledge of the LA CoC Homeless Information Management System (HMIS).
  • Excellent people skills specifically customer service skills and a capacity for collaboration and interpersonal relationships
  • Excellent written and verbal communication skills including the ability to express technical concepts clearly to both technical and non-technical audiences
  • Strong organizational skills with a strong attention to detail
  • Intermediate level of computer software programs specifically Microsoft Office (Word Excel Access Power Point and Outlook)
  • Ability to simultaneously manage multiple projects and timelines
  • Advanced communication skills and the ability to communicate with all levels of management staff and external clients especially those who are not well versed in computer technology
  • Demonstrated ability to work with diverse community and organizational groups

Training & Experience

  • Lived experience accessing housing services systems such Department of Children and Family Services (DCFS) and the Department of Mental Health (DMH) in Los Angeles County.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
  • Bi-lingual Spanish preferred.

License Requirement
  • A valid California Class C drivers license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
