Job Description
Job Title: Senior C#.NET Engineer
Client: CALIFORNIA STATE TEACHERS RETIREMENT SYSTEM
Location: West Sacramento CA
NOTE:The proposed project person will be able to adhere to the hybrid working model by working on-site 2-3 days per week at CalSTRS Headquarters West Sacramento CA.
Minimum Administrative Qualifications
Respondent must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the California Department of General Services and must comply with the instructions terms and conditions stated in the Leveraged Procurement Agreement.
Summary Sheet and resume:
least ten (10) years of experience within the last ten (10) years performing design development and implementation of distributed enterprise scalable web applications and Microsoft WCF services running on Windows servers using Microsoft C#.NET in support of a large-scale Pension Financial or similar type of organization.
2. At least ten (10) years of experience incorporating an industry s open and non-proprietary Software Development Life Cycle (SDLC) methodology and following all applicable enterprise IT standards policies processes procedures and best practices etc.
3. At least ten (10) years of experience participating in testing developing strategies and associated policies and best practices to promote data security integrity quality governance and consistency.
4. At least ten (10) years of experience as an Application Architect with proficiency in common design patterns(e.g. repository factory) and designing and implementing highly available and fault tolerant applications.
5. At least five (5) years of experience in Agile Methodology like SCRUM. Strong verbal and written communication skills to articulate technical concepts to non-technical stakeholders and ability to lead technical discussions make architectural decisions and advocate for best practices.
Desirable Technical Qualifications:
It is desirable for the proposed project person to have the following listed experience knowledge skills and abilities as evidenced by Attachment II Proposed Project Person Skill Summary Sheet and resume:
1. Experience in various cloud technologies especially AWS Azure and/or GCP.
2. Experience using Microsoft Web API and Microsoft MVC with or .
3. Experience using HTML5 Bootstrap and Telerik Kendo UI Framework for responsive GUI development with particular emphasis on designing for mobile clients.
4. Ability to create technical specifications functional requirements design models test plans user documentation or other SDLC artifacts as needed.
oral communication and technical writing skills; ability to mentor development staff to work effectively with established design patterns leveraging shared services a robust library of base classesand available utilities.
sound analytical and problem-solving skills attention to detail and ability to logically approach a problem and document the findings.

Education
Bachelor's degree in computer science, information systems or related specialty from an accredited college or university AND Ten years of job specific experience that includes system analysis, design and development, and relationship management.
