Job Description

Job Title: Head of Service Assets (Performance & Digital)

3-month contract with a local authority

Job Purpose


  • The successful candidate will work with Housing DMT and other Heads of Service to provide a comprehensive and cross-cutting service within the Housing Department. The ideal candidate will have sound Asset Management experience ideally MRICS qualified educated to degree level in Estates Surveying or a related discipline and with a management qualification or equivalent.

Key Duties/Accountabilities


  • Determine the demand and need for developing appropriate service models to achieve the Council s key priorities.
  • Provide strategic leadership direction guidance motivation and support to appropriate managers responsible for the outcomes of the services across the department.
  • Set expectations on performance outcomes teams and individuals and manage the performance levels in line with these outcomes.
  • Identify and implement organizational development initiatives in the service area to contribute to the delivery of the Council s Plan.
  • Design and develop strategies policies plans and procedures and ensure their implementation and evaluation.

Essential Experience Required


  • Extensive understanding and knowledge of asset management within the public sector.
  • Proven track record of performance management especially across larger services with an understanding of governance and strategic issues faced in local government.
  • Excellent verbal and written communication skills specifically in relation to chairing meetings attending committee meetings presenting providing briefings and report writing.
  • Effective decision-making and problem-solving skills alongside commercial awareness.
  • Ability to work to tight deadlines and manage multiple demands and priorities.
  • Ability to communicate with clarity with stakeholders both externally and within the organization.
  • Extensive property knowledge to drive forward the Asset Management Strategy that will play a major role in County Borough Council s Change Program.

Essential Qualification Required


  • Sound Asset Management experience ideally MRICS qualified.
  • Educated to degree level in Estates Surveying or a related discipline.
  • Management qualification or equivalent.

  • Location: Ruthin Road Wrexham Wrexham Principal Area LL13 7TU United Kingdom
