CLASS SPECIFICATION
CLASS TITLE: Utility Person (Sewers)DATE: June 2022
1. NATURE AND SCOPE OF WORK:
This is semi-skilled and manual work in the repair maintenance and construction of Sewers infrastructure. An employee of this class works under the direction of a Sewers Works Supervisor or Tradesperson in establishing and carrying out repair maintenance and construction duties in the sewers addition the incumbent maintains accurate records and inventories. The duties may involve the utilization of specialized skills.
The incumbent will be required to operate moderately large vehicles under varying traffic conditions.
Performance is evaluated by a Sewer Works Supervisor or Tradesperson in terms of completion of scheduled assignments adherence to safe work practices technical expertise and effective performance of duties.
2. ILLUSTRATIVE EXAMPLES OF WORK:
Under the direction of a Sewer Works Supervisor or Tradesperson the incumbent carries out the following duties:
Checks and/or inspects services maintains and performs repairs on manholes catch basins inspection chambers storm intakes and outfalls mains and services and pumping facilities. Maintains accurate records of inspection servicing maintenance and repairs.
Repairs plugged or broken sewer services and related sewer system infrastructure. Assists in tying-in sewer services to mains and in system flushing. Carries out concrete finishing work where required.
Adjusts maintains repairs reads and interprets meters instruments and gauges and pumping equipment. Performs sewage sampling for lab analysis.
Maintains a clean safe work area and ensures compliance with all safety regulations.
Lays out assists in and provides direction to others engaged in underground utility installation and repair tasks such as: pipe laying; building chambers; carrying out new and replacement service connections; repairing sewer main breaks; checking and servicing gauges; repairing manholes and inspection chambers; installing mains and collecting field water samples.
Assists Works Supervisors and Tradespersons as assigned.
Performs other related duties as required.
3. REQUIRED KNOWLEDGE ABILITIES AND SKILLS:
Thorough knowledge of the principles of sewers infrastructure repair maintenance and construction.
Thorough knowledge of relevant occupational hazards and proper safety practices.
Thorough knowledge of the rules of safe operation and precautions to be taken to avoid accidents in the operation of moderately large vehicles and attached or auxiliary equipment.
Considerable knowledge of sewers distribution systems including mechanical and control systems required to operate and maintain sewage pumping facilities.
Working knowledge of the proper methods used in loading transporting and unloading equipment and materials; able to conduct pre-trip inspections check adjustment of air brakes perform minor servicing tasks on the above equipment and able to write simple records and reports.
Ability to exercise independent judgement in quickly and accurately performing a variety of skilled and semi-skilled manual tasks in repairing maintaining and constructing sewers infrastructure.
Ability to maintain accurate records and inventories and prepare written and verbal reports.
Ability to carry out verbal and written instructions which may be accompanied by written plans.
Ability to respond to emergencies requiring the use of considerable independent judgement.
Ability to establish and maintain effective working relationships with the public and
other contacts.
Ability to operate moderately large vehicles safely competently and efficiently
under difficult driving conditions.
Physically capable of performing the essential duties required under this
classification.
Skill in the use and maintenance of tools and equipment used in the work.
