Context:

NRC has been working to support conflict- and displacement-affected people in Ukraine since 2014 scaling up the response following the escalation of the conflict in February 2022.

In 2024 NRC supported close to 300000 people across Ukraine through the provision of legal aid protection education shelter water and sanitation livelihoods and multi-purpose cash assistance interventions. NRC works in areas with high severity of needs in the east south and north of the country. NRC works increasingly with local actors ranging from local NGOs but also with local authorities the private sector academia among others to ensure the sustainability of the response.

The ICLA programme aims atenhancing legal protection and the exercise of rights for IDPs returnees and conflict-affected people in Ukraine through the provision of information counselling and legal assistance directly and through partners on IDPs registration legal identity housing land and property rights employment laws and procedures and access to essential services. NRC also promotes internally displaced peoples self-reliance as a pathway towards durable solutions. ICLA teams provide technical assistance to other programmes (i.e Shelter and Settlements) conducting due diligence on HLP facilitating informed decisions on how to proceed with specific activities and ensuring do no harm principles. Capacity building activities and operational support are delivered targeting key stakeholders to enhance the institutional response to legal protection needs arising from the ongoing conflict.

What you will do:
  1. Role and responsibilities:

The purpose of the ICLA Specialist position is to further develop NRCs Information Counselling and Legal Assistance (ICLA) Programme in Ukraine provide strategic direction and quality assurance. The ICLA Specialist is responsible for mentoring training and building the capacity of the programme staff on all related technical matters. The ICLA Specialist will enhance NRCs added value through direct implementation and contribute to the strategic expansion of its partnerships portfolio.

Generic Responsibilities:

  1. Develop the ICLA strategy theory of change and macrologframes and provide technical guidance that are aligned with the country regional and global strategies and priorities.
  2. Ensure compliance with and adherence to NRC policies guidance and procedures.
  3. Contribute to fundraising develop and revise project proposals budgets and donor reports.
  4. Identify trends technical standards and donor priorities.
  5. Follow up on compliance with contractual commitments within ICLA and ensure high technical quality and synergies in the project implementation.

Specific Responsibilities:

  • Lead the review of the ICLA strategy in a changing context and ensure a relevant response to the needs of IDPs returnees and conflict-affected people
  • Lead on programme development seeking out new opportunities and niche areas where NRC has added value
  • Line management of the ICLA team in country office and technical line to ICLA staff in area offices.
  • Undertake field visits to monitor the quality of implementation provide support and technical advice to field teams
  • Contribute to proposal drafting and donor reporting and ensure compliance with donors commitments and requirements including active participation in PCM processes.
  • Ensure overall quality of the programme and continuous learning in collaboration with the MEAL Unit. Provide oversight and technical support for data collection and analysis.
  • Ensure programme relevance effectiveness and impact.
  • Develop and roll-out of the relevant guidance and tools for the provision of legal aid
