BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP is committed to helping governments reduce the number of undernourished people from 815 million to zero by 2030. WFP Libya is operating in a very complex context with a migration agenda as well as humanitarian and development needs in the country. The position will lead the delivery of quality customer-focused value for money administrative services that enable staff in Libya and Tunisia operations in line with WFPs strategy.

ACCOUNTABILITIES/RESPONSIBILITIES:

Active participation in the OMT to gain and experience on best practices that can benefit WFP in all administrative areas including but not limited to implementation of BOS administrative elements UN Common premises Travel Agent Fleet Management etc... Challenges and mitigating measures for operating in Libya

Focus on operationalization of BOS Libya

Project Management:

  • In a complex and challenging environment strive to provide outstanding project management services apply best practices standards and innovative technologies that comply with WFP standards and processes.
  • Prepare evidence-based recommendations to CO management on measures to improve the WFPs new office and facilities suitability to operational purposes safety and efficiency of structures and equipment.
  • In close collaboration with Security units manage the rehabilitation for Tripoli Benghazi and Tunis office locations.
  • Setting up realistic project schedule that considers the countrys specific context.
  • Review administrative projects in-depth to schedule deliverables and estimate costs bearing in mind a challenging environment with limited market capacity.
  • In liaison with HQ Facility Management Unit oversee all onsite and offsite constructions to monitor compliance with building and safety regulations that comply with WFP standards and processes.
  • Support the DCD and in coordination with HQ Facility and Legal Units to comply with legal requirements building and safety codes and other regulations. Further coordinate with other sister agencies on mutual projects and consequently coordinates between Legal Units of WFP and other agencies.
  • Coordinate identification of suitable office premises and facilitate contracting while considering the complex context of the country close coordination should be carried out with Security entities be it the WFP UNDSS or others as the need may arise. This will be also coordinated with Procurement Unit.
  • Regular Administrative Services
  • Put a system in place to ensure timely administrative purchases leases construction outsourced company payments equipment and vehicle maintenance utility fuel customs clearing payments etc and maintain a database/record showing PR/PO raised service received and payments due to closely monitor timely closure of outstanding and open PR/PO.
  • Through analytics and other available sources develop reports on all administrative areas and present these to management to help make sound decisions. Agile plans to anticipate challenges and resolve any emerging ones. Prepare cost share budget / monthly cost forecasting summaries. Provide administrative guidance coaching and mentoring to staff. Identify Unit resource needs organize staff identify and allocate key responsibilities. Manage the allocated resources in line with the set plan and corporate guidelines. Review all SOPs and issue new ones to cover upcoming demands and regularize them in line with the corporate guidelines. Coordinate and supervise all administrative activities Review Admin Unit work plan measure performance and progress on planned actions and report these regularly. Amend and propose changes when needed. Manage Fuel usage and ensure proper accountability. Coordinate with supply chain unit solutions for fuel shortages purchasing and storing and propose alternative solutions. Request the purchase of new assets manage and maintain them properly. Monitor and maintain records of facilities lease hold improvements data on Archibus and liaise with HQ facilities for support. Assist in the preparation of office budgets on travel and maintain necessary budgetary control records. Supervise TA and Trip documents creation. Contribute to preparedness actions such as risk analysis and contingency planning monitoring the management of risks and reporting on actions taken.

QUALIFICATIONS & EXPERIENCE REQUIRED:

The following knowledge skills and abilities may be acquired through a combination of formal schooling self-education prior experience or on-the-job training.

  • Education:University degree in Business/Public Administration Engineering or other relevant field relating to office management and administration.
  • Experience:Not less than 5 years of experience in a relevant business area.

Knowledge Skills:

  • Has gained experience in administration.

  • Has demonstrated a high level of proficiency in WFP administrative operating standards in day-to-day work.

  • Has provided coaching or training to new staff members within the area of expertise.

Languages: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or the WFPs working language Portuguese.

National Professional: Fluency (level C) in the English language and the dutystations language if different.
