The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 312 and the school accountability program. To accomplish its mission the office is comprised of four sections: Psychometric and Test Design Testing Policy and Operations Test Development and Analysis and Reporting. The work of the office is organizationally and technically complex and requires the application of statistics research and designs methods and logistical planning and execution daily. Administrative and policy decision-making at the levels of the U.S. Department of Education U. S. Congress the North Carolina General Assembly the State Board of Education and the Department of Public Instruction directly and indirectly impact the offices activities and its operations on a routine basis. The offices work encompasses highly sensitive and confidential information/data as the assessment program generates results for individual students teachers schools and school districts in the state for grades 312.
This position is responsible for providing specialized professional assistance and support to local school systems and schools in the assessment of student performance (grades K12) and the collection and management of student data in the implementation of the North Carolina Annual Testing Program and the fulfillment of the state and federally mandated accountability program. The position provides services on issues related to statewide testing operational procedures policy interpretation training activities that are regionally based data interpretations use of testing and accountability software applications and technical support to the local school districts testing scanning and scoring centers. By conducting audits and monitoring this position is responsible for preparing and monitoring quality assurance standards and data collection procedures that ensure collected test data and reports generated are accurate and verifiable.
This is a regional position and requires 25% travel. Travel includes on-site monitoring of schools in the region including charter schools and monthly two-day meetings at the NCDPI offices in Raleigh. Counties in this region include Bladen Brunswick Carteret Clinton City Columbus Craven Cumberland Duplin Greene Johnston Jones Lenoir New Hanover Onslow Pamlico Pender Robeson Sampson Wayne and Whiteville City. Currently thirty-seven charter schools are assigned to this position.

MANAGEMENT PREFERENCES:

Masters degree in Education Tests and Measurement Education Research Education/Quantitative Psychology and Statistics or Statistics from an appropriately accredited institution and two years of directly related experience in an education environment needed to perform the work; or an equivalent combination of education and experience.
