The Recruitment Range For This Position Is $45926 - $63147

The Onboarding Analyst position supports the Immunization Branch within the Division of Public Health (DPH) and is responsible for implementing and maintaining standards-based interoperability between the Immunization Information System (IIS) and external health systems. This role ensures secure high-quality immunization data exchange through provider onboarding and Health Level 7 (HL7) integration with electronic health records pharmacy systems and Health Information Exchanges (HIEs).

This work supports statewide public health initiatives by enabling efficient data sharing across provider networks health plans schools and public health partners. The position contributes to accurate immunization record access and reporting helping improve immunization rates and reduce vaccine-preventable diseases across North Carolina.

Key Duties Include:
  • Promote and manage HL7 onboarding processes for providers health systems and other partners.

  • Ensure secure data exchange in alignment with CDC standards and applicable laws.

  • Develop maintain and update SOPs related to onboarding and interoperability.

  • Provide technical support during interface testing validation and production.

  • Analyze HL7 message content test results and data quality indicators.

  • Maintain documentation of test outcomes and recommend system improvements.

  • Monitor ongoing data connections and resolve technical issues promptly.

  • Collaborate with vendors on system security web services and certification processes.

  • Engage stakeholders via two-way communication to explain interface requirements.

  • Respond to help desk inquiries and provide user support for interoperability issues.
