Description of Job


The Executive Directors Office (EDO) provides leadership and support to DORAs ten divisions which include Banking Civil Rights Consumer Counsel Conservation Financial Services Insurance Professions and Occupations Public Utilities Commission Real Estate and Securities. The EDO combines the administrative operational and performance functions of DORA divisions. It manages special projects and initiatives that work to preserve the integrity of the marketplace and promote a fair and competitive business environment in Colorado.


The DORA Budget Office exists to perform all activities with regard to the budgetary process ensuring that DORA submits timely accurate information to the Office of State Planning and Budgeting (OSPB) to the Joint Budget Committee (JBC) to legislative Council and to others for the purpose of obtaining and maintaining the optimal level of funding pursuant to statutory mandates for the divisions and offices in this Department. This work unit is also responsible for the appropriate execution of funds received; that is that funds are expended for their intended purposes; meet agency needs and are utilized as effectively as possible. DORA consists of at least 11 separate budget entities is funded from four of the five funding sources (general fund cash funds cash funds exempt and federal) and has an annual budget in excess of $119 million.



This position serves as the Budget Director for the Department of Regulatory Agencies providing central authority and responsibility for all aspects of departmental budgeting including developing and implementing new budget strategies and models. This position is responsible for the coordination and execution of all budget-related activities and department fiscal communication as well as partnering closely with executive management i.e. working closely with the Executive Director and the Chief Administrative Officer on departmental fiscal and administrative issues. This includes:


  • This position oversees establishes guidelines for and strategically ensures the successful outcome of the annual year-long budget submission process in order to assure adequate resources to fulfill the statutory mission of the Department and its eleven Divisions. This includes creating and directing processes to deliver calculations information request submissions and policy information to entities in accordance with State law and the directives of the Executive Branch including but not limited to: the Governors Office of State Planning and Budgeting the legislative Joint Budget Committee the fiscal note staff at Legislative Council the Office of the State Auditor and others. The process for a budget year begins and ends in May with a rolling series of deadlines throughout. Major components/products of the processes created and overseen by this position include the annual 400-page Budget Request submitted in November; the fiscal note analysis process whereby fiscal estimates for legislative bills are submitted by the Department between December-May; periodic budget amendments and supplemental requests driven by Department needs; and numerous responses to inquiry reports and requests that provide additional information concerning all materials.

  • This position is responsible for revenue planning at the Department and ensuring sufficient revenue to support expenditures. This specifically includes creating and implementing the Departments fee-setting and fee-setting oversight process in order to generate sufficient fee revenue to support cash funded appropriations each year.

  • This position authorizes oversees and implements allocations of budget and resources to DORA Divisions and creates a process whereby allocations can be maximized while being utilized in accordance with legislative directives and intent. The position also creates and authorizes guidelines governing the types of expenditures that are acceptable from line items. This position conceives of and actualizes directives and processes for formal and informal review so that no over-expenditures of appropriations are made holding all Department and division staff accountable to live within their individual budgets. This position authorizes and determines the Departments indirect cost plan with all cash agencies and divisions.

  • This position serves as the Departments main source of expertise on issues of budget and financial significance to the Department and the addition to being responsible to detect problems and propose solutions involving Department finances the position provides strategic fiscal policy advice to the DORA Executive Director DORA Chief Administrative Officer and other key staff. This can include cost strategies on legislative proposals strategies to ensure the ability to carry out policies and initiatives that require resources and/or funding and strategies for responding to outside concerns of a budget nature.

  • This position is responsible for creating and overseeing processes that result in correct recording of budget authority on the CORE accounting system. At the conclusion of each fiscal year a number of emerging problems or issues present themselves and this position collaborates to identify and propose resolutions to financial problems that may occur in concert with other duties managing budget allocations expenditures and revenues.

MINIMUM QUALIFICATIONS (MQs):


There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience



Option 1: Experience


  • Nine (9) years of senior financial/budget management experience in a government agency which must include the following:

    • Experience reviewing financial requests and making recommendations based on analysis of agency mission and structure management and program priorities and funding and legislative and regulatory mandates or constraints;

    • Experience conducting financial and/or program budget analysis formulation presentation implementation execution reporting and monitoring.

    • Experience monitoring agency financial and program performance and advising management and leadership on recommended financial or budgetary responses to new programs or legislation or the need to seek legislative or regulatory change;

    • Experience with federal state or local grant management and/or reporting; and

    • A minimum of five (5) years of formal supervisory experience.


Option 2: A Combination of Education AND Experience



  • Associates Degree and Experience:Graduation from an accredited college or university with an associates degree in accounting finance economics business public administration or a field of study related to the work assignment; AND

  • Seven (7) years of senior financial/budget management experience in a government agency which must include the following:

    • Experience reviewing financial requests and making recommendations based on analysis of agency mission and structure management and program priorities and funding and legislative and regulatory mandates or constraints;

    • Experience conducting financial and/or program budget analysis formulation presentation implementation execution reporting and monitoring.

    • Experience monitoring agency financial and program performance and advising management and leadership on recommended financial or budgetary responses to new programs or legislation or the need to seek legislative or regulatory change;

    • Experience with federal state or local grant management and/or reporting; and

    • A minimum of five (5) years of formal supervisory experience.


OR


  • Bachelors Degree and Experience: Graduation from an accredited college or university with a bachelors degree from an accredited institution in accounting finance economics business public administration or a field of study related to the work assignment; AND

  • Five (5) years of senior financial/budget management experience in a government agency which must include the following:

    • Experience reviewing financial requests transactions and/or processes and making recommendations based on analysis of agency mission and structure management and program priorities and funding and legislative and regulatory mandates or constraints;

    • Experience conducting financial analysis formulation presentation implementation execution reporting and monitoring;

    • Experience monitoring agency financial and program performance and advising management and leadership on recommended financial or budgetary responses to new programs or legislation or the need to seek legislative or regulatory change;

    • Experience with federal state or local grant management and/or reporting; and

    • A minimum of five (5) years of formal supervisory experience.

SUBSTITUTIONS:


  • A combination of professional* work experience in the occupational field or specialized subject area of the work assigned to the job which provided the same kind amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the bachelors degree. Current valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.

Preferred Qualifications:

  • Demonstrated experience working in financial and/or budget analysis development and implementation in a regulatory environment;

  • Demonstrated experience working according to state fiscal rules and regulations;

  • Demonstrated experience creating authorizing and implementing processes procedures and guidelines for a state department;

  • Experience working with executive leadership teams to ensure department and division fiscal and/or budget requirements are appropriately met;

  • Experience working according to detailed policies procedures and deadlines;

  • Experience responding to customer inquiries with tact and diplomacy;

  • Experience utilizing and navigating multiple computer systems/programs/applications;

  • Current valid licensure as a CPA by the Colorado Board of Accountancy;

  • Familiarity with the creation and implementation of fee-setting and fee-setting-oversight processes.
