Job Description

FOIA Analyst (US Federal Agency) (Onsite Washington DC Metro Area)

We are looking for multiple FOIA (Freedom of Information Act) Analysts to support the National Park Service (NPS). The focus of this role is to locate properly identify organize and separate agency records from non-record information; identify agency equities and information exempt from release in accordance with the statutes regulations and rules; and provide analytical and administrative assistance in the processing of Government information for FOIA requests and FOIA litigation involving the NPS.

This is a 1-year contract 40 hours/week onsite at the NPS facilities in Reston VA Herndon VA and Washington DC.

This is a W2 role with Stage 4 Solutions. Health benefits and 401K are offered.

Responsibilities:

  • Monitor FOIAXpress mail fax and email accounts for new FOIA requests and referrals ensuring timely intake and accurate entry.
  • Review incoming requests for compliance with statutory and regulatory requirements; assess fees scope and waiver determinations; and draft acknowledgment letters.
  • Assign FOIA requests to appropriate NPS regional and park POCs and update requester and subject fields for public visibility in FOIAXpress.
  • Coordinate with NPS components for review of responsive records and manage delivery of cases to and from component offices.
  • Identify custodians of responsive records assign search tasks track progress and follow up to ensure timely completion of searches.
  • Provide guidance and hands-on training to custodians on conducting compliant and thorough records searches including use of eDiscovery tools.
  • Collect organize and convert responsive documents to PDF format including attachments and review materials for responsiveness and reproduce documents for case files.
  • Apply FOIA and Privacy Act exemptions redact protected information and annotate records with legal citations including identifying and flagging deliberative information or White House equities for Federal staff review.
  • Prepare draft and final agency response packages including correspondence release determinations and internal coordination documents.
  • Conduct legal research and consult with attorneys program officials and the Office of the Solicitor to reconcile release recommendations and resolve issues of law or policy.
  • Maintain comprehensive electronic case files ensuring documentation is complete and consistent with FOIAXpress data.
  • Perform FOIA administrative support including correspondence preparation call handling email management and operation of office equipment.
  • Prepare Vaughn indices identifying withheld records applicable exemptions and justifications for nondisclosure.
  • Generate weekly FOIA status reports monthly data quality audits and custom reports for NPS leadership.
  • Support Section 508 compliance for public postings and ensure case file close-out archiving and proper record retention.

Requirements:

  • 3 years of experience in administrative support services including processing records for release under the FOIA
  • Expert level experience in using the Microsoft Office Suite (Outlook Word and Excel) Adobe Acrobat and electronic FOIA processing and e-discovery tools.
  • Possess certificates of training at an expert skill level for MS-Word and Adobe Acrobat.
  • Possess proven knowledge of requirements under Section 508 of the Rehabilitation Act of 1973 and technical knowledge of the Freedom of Information Act 5 U.S.C. 552 sufficient to determine what information is or is not covered under this Act and to properly analyze documents and identify exempt information.
  • Experience ensuring electronically fillable forms are 100% free of accessibility errors and minimizing accessibility warnings whenever possible.
  • Possess an excellent ability to communicate orally and in writing to effectively assist interpret track and document casework.
  • An Associates degree or equivalent experience
