Description of Job

Hybrid 1 - 4 days in office/field per week.This is subject to change due to the BHAs business needs.

This is a term-limited position with an end date of September 26 2026 and the position has the primary leadership responsibility for the ongoing implementation of a Colorado system of care for serving children with serious behavioral health issues. This work spans across numerous child serving agencies in the state such as Office of Children Youth and Families Judicial Department Department of Healthcare Policy and Financing Department of Education and others. This position will represent the system of care approach to serving children with serious behavioral health issues across the addition this position will direct the $3 million a year Cooperative Agreement funded by the Substance Abuse Mental Health Services Administration (SAMHSA) as a means to create system reform. This position will serve as the senior authority in the area of community collaboration networks and cross system reform. This position will have oversight for numerous subcontracts and scopes of work. The following duties are included in this position:

Implementation of Cooperative agreement issued by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration which includes ensuring the state and local evaluation is implemented and all reporting to the federal government is completed on time.

Oversight and responsibility for all subcontracts developed under this Cooperative Agreement totaling approximately $3 million per year

Supervise the work of all system of care staff and sub-contractors.

Work with the BHA Finance/Contract staff to ensure contractual and administrative elements are properly implemented and monitored.

Staffs other assigned work groups. Organizes and sets agendas and obtains resources necessary for the meetings such as information subject matter experts and technology e.g. conference calls video conferences and webinars.

The position will oversee the work of the subcontractors by visiting communities monitoring work products and establishing regular communication with communities. This communication will inform the project and will be a means to identify and address system barriers.

Duties:

Implement Statewide System of Care For Children/Youth with Serious Behavioral Health Concerns

This position will be responsible for implementing a system of care statewide. This means participation in advisory committees and collaborating with other agencies on projects of mutual benefit. It means addressing system barriers raised by communities or other stakeholders. This means creating a state plan in collaboration with other state agencies and implementing that plan. This work is based on a set of values and principles and this position has to formulate how those values can be operationalized in Colorado and within diverse communities. This position supports the implementation of continuous quality improvement projects to improve quality of care and outcomes related to this population. Promote understanding of behavioral health disorders and state of the art knowledge regarding prevention treatment and recovery models related to the system of care population. This position participates in staff development discipline specific meetings and conferences and collaborative learning experiences as these are available to further ones own knowledge base. Works with BHAs Policy BHASO and Communications divisions to maintain congruence in communication with CDHS/BHA and consults with that group regarding information that could benefit the public through on-line or web-based communication and media messaging.

Grant Administration including Contract Monitoring Contract Statement of Work Development and Budget Management

This position designs guidelines policy and standards that are applied to statewide system of care implementation; analyzes service delivery data; and provides technical guidance to service providers and other organizations. The position consults regarding programmatic aspects of the States contracts with the BHA funded periodic visits or meetings with contractors and communities this position reviews contractor progress to ensure programmatic and fiscal contract compliance through examination of program operating policies/procedures inspection of administrative and programmatic records interviews with executives managers and/or staff to document areas of compliance and deficiency and subsequently identifies technical assistance situations where warranted this position imposes and enforces corrective actions on contractors. This position recommends whether to cancel or modify a contractors contract with the State due to non-compliance. Compliance of contractual requirements is also determined through review of quarterly evaluation data reports. This position also provides expert guidance in collaborative issues to programs by reviewing and recommending fiscal and/or management policies and procedures and providing consultation on volunteer recruitment and management. This senior authority monitors and provides guidance and resources for funded community system of care programs and technical assistance providers. This position ensures the System of Care cooperative agreement is administered in accordance with SAMHSAs guidelines and procedures. The position takes the lead role in preparing reports as required by SAMHSA and organizing site visits if necessary. The position staffs work and task groups as assigned. The position travels to community sites and local meetings as needed.

Understand Basic Funding Mechanisms

This position possesses basic knowledge regarding Medicaid funding for behavioral health treatment sufficient to know which area of Medicaid governs which services how behavioral health services are funded and basic information about the capitation model fee for service what service codes are commonly used for treatment services and the workings of the BHASO Health Care Policy and Financing and Accountable Care Collaboratives/Regional Accountable Entities (RAEs). It also is familiar with Substance Abuse and Mental Health Services Administration Block Grant requirements as well as the requirements of the Mental Health Services Block Grant. It is also familiar with the Behavioral Health Administrative Service Organizations (BHASOs) in Colorado their role and function and how to ensure collaboration between the BHASO and the RAE regarding system of care implementation.

Grant Application and Administration

This duty requires the incumbent to analyze notices of funding opportunities from federal state and local sources that address this positions area of expertise. This role compares data and literature regarding needed services for the population in question with the funding announcements consulting other work units within the BHA to determine whether the funding opportunity in question would 1) fit with the BHAs priorities and strategic plan; 2) provide sufficient support for needed services that the extra requirements for BHA infrastructure can be offset by the presumed benefit and 3) that the BHA has the technical capacity to complete all of the requirements spelled out in the funding announcement. If these conditions are met this position shepherds the appropriate documentation through the clearance process organizes the writing and submission of the application and takes a lead role in the programmatic component of grant administration. Grant administration incorporates some of the duties above specifically site visits contract monitoring technical assistance and stakeholder/committee participation.

Minimum Requirements

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
Masters degree in Human Services or a closely related field required. Preference will be given to candidates with graduate training inSocial Work Mental Health Counseling Psychology or Public Health.

Relevant professional experience in human services behavioral health or community-based programs strongly preferred.
