The Oregon Medical Board (OMB) is looking for an exceptional candidate to serve as a Business Analyst to support the agency technology systems modernization project. The person in this position must be a self-starter with excellent organizational planning and project management skills able to work independently setting and achieving work goals while keeping supervisor appropriately informed. The duties of the position require flexibility and the ability to properly prioritize work to meet competing deadlines. The successful candidate must have a strong background in systems modernization subject matter expert collaboration documentation and quality assurance.
The Business Analyst will bridge the gap between the Oregon Medical Boards business operations and technology solutions by analyzing documenting and translating complex medical licensing and regulatory requirements into clear technical specifications. This position serves as the key liaison between subject matter experts and the technical team ensuring that system development accurately reflects statutory requirements administrative rules and business processes. The Business Analyst gathers and documents detailed requirements creates process flow diagrams develops test plans validates system functionality and facilitates communication across teams to ensure successful implementation of the agencys modernization initiatives. By thoroughly understanding both the regulatory landscape and technical capabilities this position enables the development of intuitive compliant and efficient systems that support the agencys mission of protecting public health through effective medical professional licensing and oversight while improving service delivery to healthcare professionals and the public.
This announcement is for a full time limited duration position with some flexibility in work schedule and hybrid working. The user engagement duties of this position require that a significant portion of the work be performed onsite. Our office is on the waterfront in beautiful downtown Portland overlooking the Willamette River with a great view of Mt. Hood. Employees have access to a complimentary onsite fitness center and bike storage room. Numerous public transit options are within quick and easy access.
This position is represented by Service Employees International Union and is subject to a collective bargaining agreement.

The mission of the Oregon Medical Board (OMB) is to protect the health safety and wellbeing of Oregon citizens by regulating the practice of medicine in a manner that promotes access to quality care. The OMB licenses regulates and investigates Oregon medical doctors doctors of osteopathic medicine podiatrists physician associates and acupuncturists. Collectively they are referred to as licensees. What we are looking for:
MINIMUM QUALIFICATIONS
A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification i.e. professional level evaluative analytical and planning work.
Candidates who are the most competitive will possess the following skills background and areas of expertise: (Desired Attributes)
Professional certification from one or more of the following. Please indicate certification achieved and certification date:
International Institute of Business Analysis (IIBA) certification. Please specify which IIBA certification you have achieved.
Project Management Institute (PMI) Professional in Business Analysis
International Qualifications Board for Business Analysis (IQBBA)
Preference will be given to candidates with extensive knowledge of and experience with:
Business Analysis Body of Knowledge (BABOK)
Large-scale system modernization projects particularly legacy system replacements and licensing or case management systems
Translating legislative/regulatory requirements into clear technical specifications
Creating user stories acceptance criteria and comprehensive test plans
Collaborating with non-technical subject matter experts to gather and validate requirements
Facilitating meetings with diverse stakeholders (technical and non-technical)
Gap analysis between current and future state systems
Process improvement and workflow optimization in complex regulatory environments
Government administrative processes and rulemaking procedures
Requirements documentation tools (Visio Lucidchart or similar process mapping tools)
Technical documentation and user manual creation
Data validation and quality assurance methodologies
User acceptance testing coordination and execution
Training development and delivery for end users
Managing multiple competing priorities and deadlines under pressure
