BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Country Offices deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs) including banks micro-finance institutions mobile money operators and money transfer agents in addition to using WFPs own delivery platform SCOPE. One of WFPs corporate objectives is to increasingly deliver assistance either cash-based transfer (CBT) or in-kind through digital means and register beneficiaries digitally in order to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered. Therefore WFP seeks to build its corporate capacity to centrally receive store process and analyse digital operational data for the purpose of promoting accountability controls and efficiencies as part of cash-based transfer. There is also the opportunity to better inform
WFPs programme design through the analysis of digital data emanating from operations.
Several challenges exist in streamlining digital analysis globally including the tasks of receiving and maintaining massive amounts of varied and unstructured operational data processing and generating meaningful analysis of data while ensuring that data privacy and security standards are upheld. The Data Assurance Team within the Delivery Systems Services (DSS) within the Delivery Assurance Service (Supply Chain and Delivery division) in HQ has established a cloud-based data management system in order to meet data assurance needs in performing reconciliation and performing analysis on operational data.
To achieve the objectives outlined above WFP is recruiting a Data Assurance Analyst to be part of a central analytics team in the SCD division to provide support to WFPs CBT operations globally.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Liaising with analysts and engineers in the DSS Data Assurance Team oversee changes andenhancements to the standard dashboard and coordinate the development of datavisualizations (dashboards and reports) for the reconciliation anomalies and metrics inCountry Offices and Regional Bureaux.
2.
Oversee and maintain the security permission model for Tableau users and define itsrelated service for user administration.
3.
Coordinate data governance issues and analyse data integration aspects with TEC and otherstakeholders (Finance Supply Chain Programme and SCOPE primarily): data definitionsinconsistent metrics alignment of visualisations and terminology system integration.
4.
Analyse beneficiary lists and databases to identify potential duplicate records or other operational anomalies to trigger further review or fraud investigations.
5.
Perform data assurance assessments of Country Offices reviewing inbound/outbound data flowsfrequency formats and technology used providing expert advice on beneficiary data risks ( potential risks in beneficiary/payments data exchanges) and opportunities for mitigation.
6.
In selected COs lead the implementation of systems to automatically ingest data into corporateplatforms and the customisation of reporting solutions to integrate the various operationaldatasets for assurance purposes.
7.
Supervise internal/external resources for the development of DSS Data Assurance visualization(dashboards and reports)
8.
Contribute to the continuous improvement of Cash Data Services proposing processenhancements and strategies for increased efficiencies starting from the measurement of clientsatisfaction.
9.
Perform any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Functioning Tableau dashboards with DSS assurance reports and charts tested and approved by business users
Tableau service documentation and security model.
Presentations for internal audiences related to data governance and integration issues resolution
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A bachelors/masters in Statistics Computer Science or Economics.
Experience:
Experience working with large data sets and summarizing data for business. Experience working with relational databases and query authoring with SQL. Extensive experience using Tableau and setting up dashboards
Experience in working in a multicultural environment.
Knowledge & Skills:
Familiarity with Big Data Data warehousing and business intelligence solutions. Ability to capture facts and stories from data and translate them into insights.
Familiarity with various ETL tools is desirable.
Advanced SQL skills. Knowledge/Familiarity with Python or R is desirable. Familiarity with Data Governance challenges and best practices.
Languages:
English (fluent). Any other UN languages a plus.
