Job Description

THE POSITION

IDEAL CANDIDATE STATEMENT

The ideal candidate for the Concrete Construction Leadworker role will be a highly skilled professional in all facets of concrete work including form setting mixing pouring finishing and repair. They will have a strong foundation in municipal concrete construction ensuring compliance with Americans with Disabilities Act (ADA) regulations and possess the ability to interpret construction plans to execute projects in accordance with City standards and specifications. Additionally the ideal candidate will demonstrate exceptional leadership skills effectively guiding work crews to maintain productivity while prioritizing safety in high-risk environments.


To perform heavy manual labor and skilled work in the construction and setting of concrete forms; pouring laying and finishing of concrete; repair and maintenance of concrete structures and assets; a variety of streets facilities and utilities maintenance and construction activities; and to provide lead guidance and direction of the work of an assigned work crew.

DISTINGUISHING CHARACTERISTICS
The Concrete Construction Leadworker is given independent responsibility to perform skilled work in all aspects of concrete work including the construction and setting of forms laying and pouring operations and performing standard detailed and/or complex finishing work involving a variety of techniques and tools. When not engaged in concrete related activities incumbents perform a variety of streets facilities and/or utilities-related construction and maintenance duties. Positions in this class are responsible for lead direction and safety of a subordinate work crew.

SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a higher-level supervisor. Incumbents provide lead work direction to subordinate personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed:

  • Read plans drawings sketches or job-site design.
  • Measure and cut wood metal and other material to construct concrete forms.
  • Set grades to determine proper water drainage.
  • Mix sand cement aggregate coloring agents and water in accordance with concrete specifications and job requirements.
  • Pour and mold concrete in the construction of sidewalks steps vaults walls curbs gutters alleys storm drains catch basins ramps and similar concrete structures.
  • Perform concrete finishing using a variety of techniques and tools including but not limited to trowels screeds floats straight edges brooms and jointers to obtain required texture and contour.
  • Repair replace and patch concrete structures and surfaces.
  • Perform a variety of street maintenance and/or construction work; facilities maintenance and/or construction work; or utilities maintenance and/or construction work as assigned.
  • Read and interpret drawings sketches and blueprints.
  • Set-up temporary traffic control patterns pedestrian controls and job-site safety controls; maintain jobsite safety practices and standards and ensure subordinate personnel utilize safety equipment and practice safe work procedures.
  • Operate a jackhammer other pneumatic tools and various power tools.
  • Operate four to ten-yard dump trucks water tank trucks and a variety of street construction and maintenance equipment that may include front-end loaders spreaders pavement rollers tractors and distributor trucks.
  • Check brakes lights tires fuel oil level and auxiliary equipment as required and make minor field repairs and adjustments.
  • Clean adjust and service tools and equipment.
  • Sandbag various locations for flood protection.
  • Assist in training other employees.
  • Provide lead direction of the work of an assigned crew.
  • Coordinate work activities and projects with and provide information to other City employees departments outside agencies businesses and members of the public.

QUALIFICATIONS
Knowledge of:
  • Methods materials and tools used in concrete form construction grade setting concrete mixing pouring and finishing.
  • The operation of concrete trucks dump trucks water tank trucks and medium and heavy equipment commonly used in street construction maintenance and concrete construction and finishing.
  • The maintenance and servicing requirements of gasoline and diesel-powered construction and maintenance equipment and trucks.
  • The knowledge of occupational safety and health standards safety equipment traffic and pedestrian control patterns and job-site safety practices related to concrete construction street construction and maintenance work.

Ability to:
  • Safely and efficiently use hand and power tools and operate a variety of medium street construction and maintenance equipment and trucks.
  • Understand and carry out written and oral instructions.
  • Perform heavy manual labor for extended periods of time under variable weather conditions.
  • Perform a wide-range of construction and maintenance activities using a variety of techniques materials tools and methods.
  • Work effectively with others.
  • Read and interpret blueprints and sketches and construction drawings.
  • Read write and speak the English language at a level for satisfactory job performance.
  • Provide lead direction to the work of an assigned crew.
  • Assist in training subordinate personnel.

EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the require knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Experience:
Three years of journey-level experience performing municipal industrial and/or commercial concrete form construction mixing pouring and finishing.

Education:
None required.

Should education be used to qualify for this position then proof of education such as but not limited to university/college transcripts and degrees should besubmittedwith your application andwill beat the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by acredentialsevaluation service.Evaluation of education records will be due at time of appointment.


SPECIAL QUALIFICATIONS

Driver License:
Possession of a valid California Class C Drivers License at the time of appointment.Possession of a valid California Class A Driver License with appropriate endorsements and without an airbrake restriction must be obtained during probationary period; and is required as a condition of continued employment. Loss of the license or endorsement is cause for discipline. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.

Assessment:
If considered for appointment candidates must pass a pre-employment drug test.

Residency Requirement:
Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets 29th - 30th Streets within one year following appointment.

Physical Demands and Work Environment:
The conditions herein are typically required of an incumbent to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

Working Conditions:
May be required to be on-call and work various shifts during evenings weekends and holidays.

Environmental Conditions:
Incumbents work in the field and are exposed to uneven terrain loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration confined workspaces on occasion mechanical/electrical/road hazards hazardous substances dust and fumes.

Physical Requirements:
Incumbents must possess the ability to perform heavy manual labor; climb balance stoop see talk hear crouch kneel lift grasp reach stand walk push pull and work at heights. Must be able to lift carry and operate equipment up to 90 pounds.

Probationary Period:
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
