DESCRIPTION OF DUTIES:

ORGANIZATIONAL CONTEXT

The incumbent is a member of the Comprehensive Immunizations Special Program (CIM) supporting technical cooperation activities included in the Teams Biennial Work Plan (BWP). As part of the CIM team the incumbent will be responsible for estimating return on investment of vaccination programs in the Americas. He/she will support immunization strategies and programs in order to determine the best strategies for control and/or transmission elimination/eradication and to provide orientation for decisions which will determine the technical cooperation the Organization will make available to Member States. The role includes coordinating the implementation of the regional comprehensive immunization program of work including internal inter programmatic work conducting needs assessment and program planning and evaluations. The incumbent will interact with national counterparts international agencies and consultants to advise on technical subjects of major importance to PAHOs technical programs and commit the Organization within parameters of delegation of authority.

SUMMARY OF RESPONSIBILITIES
Under the direct supervision of the Executive Manager CIM the incumbent is responsible for but not necessarily limited to the following assigned duties:

a) Assist the Executive Manager in the exchange and knowledge on finance and immunization with donors specifically Gavi and other stakeholders;
b) Lead the area of work of immunization financing towards sustainable national immunization including financing across middle-income countries;
c) Assess countries on financial feasibility of potential new vaccine introduction or adjustments in the vaccination routine scheme considering the potential impact on the whole schedule of such decisions;
d) Provide direct and remote technical assistance on finance and costing to middle-income countries for immunization focusing on sustainable national immunization financing;
e) Assist countries with funding gaps identifying bottlenecks using variations of the EPIC methodology in selected countries;
f) Strengthen existing immunization costing tools and support planning and costing knowledge to regional and country counterparts;
g) Assess CIM to enhance methodologies and identify opportunities to develop new ones that support countries in economically estimating costs associated with their national immunization programs and related economic topics;
h) Strengthen data collection quality control distribution and analysis on vaccine and immunization financing towards informed policy making;
i) Strengthen building evidence for the introduction of new vaccines in the Caribbean countries focusing on economic and financial aspects;
j) Perform other related duties as assigned.

TECHNICAL EXPERTISE

  • Extensive knowledge and expertise in developing comprehensive prospective costing exercises.
  • Excellent knowledge of public health programs data management.
  • Demonstrated knowledge of conditions affecting the health of the population determining factors which influence the magnitude of these diseases or conditions applying and evaluating selected interventions designed to reduce the magnitude of these diseases.
  • Broad knowledge of organization and implementation of public health programs and public health administration.
  • Broad knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria and instruments for evaluating programs intervention.
  • Demonstrated ability to negotiate and coordinate activities with all relevant sectors of government international agencies the private sector and organized community groups.
  • Strong professional oral and writing skills including the development of reports oral presentations and technical/persuasive documents for consideration at the highest levels of the Organization.

EDUCATION

Essential: A university degree in a health or economic related profession and a masters degree in epidemiology public health or in a field related to the functions of the post from a recognized institution.

EXPERIENCE

Essential: Nine years of combined national and international experience in disease control programs with emphasis on the design implementation and evaluation of immunization programs. Experience should include participation in technical cooperation programs and activities in disease control or in immunization programs in a health-related program or institution.

LANGUAGES

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT SKILLS

Demonstrated ability to effectively use current technology and software spreadsheets and presentations as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel Outlook OneDrive PowerPoint Teams SharePoint and Word are considered essential.


DURATION OF ASSIGNMENT

This is an initial 11-month assignment with possibility of extensions subject to satisfactory performance and funding availability.
