Job Description

Job Overview

Performs a variety of fiscal and paraprofessional accounting tasks in support of a full range of payroll functions of the Town. Duties include verifying time entry computing and entering payroll data compliance with FLSA sending the direct deposit file to the bank assisting departmental contacts with employee payroll issues etc. Work involves maintenance and processing of payroll deductions paying payroll vendors assisting employees and applying established principles of payroll policies and procedures to the duties performed. Work requires knowledge of paraprofessional accounting principles and practices and related legal and regulatory requirements. Judgment and initiative are required in the performance of duties. Works is performed under regular supervision and is evaluated through conferences timeliness performance appraisals and review of accuracy and completeness of payrolls and related reports and by independent audit of financial records.

Essential Duties and Tasks

  • Works closely with Human Resources on applying related policies; interprets and explains payroll rules taxes and related payroll processes.
  • Runs edits for payroll; proofs changes; checks and balances deductions; calculates changes in salaries or deductions as required.
  • Prints direct deposit report and ensures the totals balance to the payroll edit and that each direct deposit change is accurate.
  • Processes payroll vendor invoices submits retirement and 401k files garnishments and tax deposits.
  • Completes and balances the monthly quarterly and annual payroll reports for various Federal and State.
  • Monitors and calculates leave accruals holiday pay and other special issues.
  • Compiles verifies & prepares daily bank deposit.
  • Generates and distributes W-2s
  • Works with the auditors on payroll procedures and policy and reviews documents related to payroll actions.
  • Backs up staff in accounts payable and other functions.
  • Maintains confidentiality of payroll information.
  • Performs related duties as required.

Knowledge Skills and Abilities

  • Knowledge of paraprofessional accounting principles and practices and payroll practices and
  • procedures including payroll laws rules and regulations such as FLSA FMLA and others that may apply.
  • Knowledge of the application of information technology to payroll preparation and processing.
  • Skilled in collaborative conflict resolution and internal customer service.
  • Ability to use office technology with accuracy and required speed.
  • Ability to make arithmetic computations accurately and with reasonable speed and efficiency; may require the ability to use spreadsheets for calculations and reports.
  • Ability to establish and maintain effective working relationships with department heads departmental payroll contacts vendors insurance claimants employees and the general public.
  • Ability to communicate effectively in oral and written forms.
  • Ability to organize work efficiently set and follow effective work priorities and to meet established payroll deadlines.

Requirements

Physical Requirements

  • Must be able to perform the basic life operational skills of stooping kneeling reaching walking lifting fingering grasping feeling talking hearing and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data and figures do accounting tasks operate a computer and do payroll calculations proofing payroll entries and reading.
Education and Experience
  • Graduation from a two-year community college or business school with an associate degree in business or accounting and experience in a payroll; or an equivalent combination of education and experience.
  • 3 years of recent payroll experience
  • Government payroll knowledge is a plus
  • Some knowledge of accounts payable
  • ExecuTime experience preferred
  • New World ERP experience is a plus
  • Familiar with Excel spreadsheets
