The NYC Department of Transportation (DOT) is seeking a highly motivated and experienced Senior Policy Analyst to support the growth and development of the Department of Sustainable Delivery (DSD) a new division launched in 2025 to respond to the rapid growth of app-based delivery services and the widespread use of electric micromobility on city streets. As these vehicles become more common for both personal and commercial use DSD is responsible for ensuring they are used safely legally and in ways that support the Citys broader transportation and climate goals.
DSD employs a multifaceted approach combining data analytics policy enforcement education and industry oversight to reduce crashes and conflicts on city streets. Its mission is to bring structure clarity and safety to the citys evolving micromobility landscape ensuring these vehicles are integrated responsibly into the urban environment.
Reporting to the Executive Director for Sustainable Delivery Policy the Senior Policy Analyst will serve as a lead contributor to the divisions policy development efforts helping design new programs guide implementation and shape internal systems and strategic priorities. The Analyst will also collaborate closely with City agency partners internal DOT teams including DOT Safety Education and Outreach Legal Intergovernmental Affairs researchers advocates and industry stakeholders.
The Senior Policy Analyst will lead and support a range of responsibilities critical to the mission of DSD. These include conducting and managing research on micromobility safety street safety commercial delivery trends and enforcement strategies; developing legislative and policy proposals to address safety concerns operational challenges and industry practices related to the commercial use of micromobility devices; and drafting memos policy briefs internal guidance and other materials for both agency leadership and external stakeholders. The role will also support the design and implementation of new initiatives such as safety programs public education campaigns and pilot projects and help establish internal systems including standard operating procedures implementation plans and progress tracking tools. The Senior Policy Analyst will coordinate with City and State agency partners to align goals share research and support collaborative efforts; and plan and facilitate working groups stakeholder meetings and field visits among other duties.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
