Under direction with the wide latitude for the exercise of independent judgment directs the activities of four Unit the Brooklyn and Bronx Central Services Duplication and Finishing Services and Process & Courier Services.
Facilitates service contracts with outside vendors for multiple unit services. Directs support services to all satellite offices and courthouses in the areas of mail receipt docketing delivery service of papers and document routing for daily fulfillment of requests and office devices.
Directs the service of papers and legal actions by the City in legal matters being handled by Law Department legal personnel in NYC Nassau County Suffolk County and the tri-state area. Responsibility also includes arranging for service in any other global location (domestic or international) as necessary.
Manage review and analyze the resource allocation requests for new and existing location throughout all five boroughs (review floor plans electrical outlets etc.). Work with multiple administration stakeholders i.e. work closely with the Deputy Chief of Administration Chief of Facilities and Project Managers for IT and Administration Division to ensure equipment are compatible for each location.
Work with IT to ensure all technical and security related technical items are addressed and in place for equipment including securing IP addresses for all networked equipment managed by the Operations Division. Helps to ensure that testing and confirmation of ports functionality is in place timely to avoid any service disruptions.
Works closely with the DACCO & ACCO to draft/complete contract language and quotations for multiple service output to Agency staff. Maintain currency with M/WBE procurement and search practices as well as contract options offered by City State and Country.
Interacts with all levels of users within the Law Department; guides them as to how best their requests can be fulfilled i.e. routinely work with Division Secretary and Analysts to prepare vendor e-forms and Purchase Orders to ensure sufficient funding is approved for payment of invoices. Ensures that the invoices related matters within the units are completed and any issues are reported to stakeholders for resolution on a timely basis.
Direct liaison with the Administration Division to coordinate special events presentation and recommends solutions such as items to purchase i.e. engraving production for the Annual Awards Ceremony and award plaques for Division Chief candidates Longevity candidates Retirement candidates and Law Department guest speakers.
Manages staff to ensure that objectives are accomplished as expected and recommends resource allocation where necessary. Supports direct reports in areas of continually improving and developing their skills and exposure to higher level tasks.
Directs studies concerning the internal management of the Units to determine the adequacy effectiveness and efficiency of existing methods and procedures with the goal of improving the area studied.
Provides guidance and training in the areas of work procedures and work priorities. Create and revise Standard Operating Procedures (SOPs) for multiple units as necessary.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
