Sheladia Associates is seeking a qualified and experienced Public Health Economist to support the feasibility study for the relocation of the Belau National Hospital. This role requires deep expertise in financial modeling health economics and familiarity with healthcare infrastructure projects in the Pacific Region.
Key Responsibilities
The selected candidate will be responsible for the following:
- Financial Modeling & Cost Estimation
- Develop comprehensive cost estimates projected revenues and financial margin models (including EBITDA and EBIT) for proposed hospital locations and designs.
- Include capital expenditures operating costs and maintenance costs in the analysis.
- Development of Financial Statements
- Create an Excel-based interactive financial model that incorporates:
- Sources and uses of funds
- Program capital expenditures
- Projected operating revenues and expenses
- Pro forma balance sheet
- Project cash flow statement
- Return on investment (ROI) internal rate of return (IRR) and net present value (NPV) calculations
- Placeholders for financing assumptions such as debt equity and long-term liabilities
- Reporting
- Produce periodic progress reports and deliverables in accordance with project timelines.
Qualifications :
- Education:
Advanced degree (Masters or PhD) in Health Economics Finance or a closely related field. - Experience:
- Demonstrated experience developing bankable feasibility studies for healthcare infrastructure projects particularly hospitals.
- Proven ability to design and deliver robust financial models for public health or hospital systems.
- Experience working in the Pacific Region including the Pacific Islands U.S. Pacific Territories or Hawaii.
- Skills:
- Fluency in spoken and written English.
- Strong analytical communication and presentation skills.
