The City of Fountain Valley is a vibrant full-service city located in the heart of Orange County California. With an approximate population of 57000 residents Fountain Valley is known for its strong sense of community exceptional quality of life and being A Nice Place to Live.

Headed by a Human Resources Director the Fountain Valley Human Resources Department is a small but mighty team of professional staff including a Human Resources Manager a Senior Human Resources Analyst two (2) Human Resources Analysts and two (2) Human Resources Technicians. The Senior Human Resources Analyst may exercise functional supervision over Human Resources staff.

Excellent Benefits Include:

  • 4/10 schedule (off Fridays)
  • 4% salary increase scheduled for July 2026
  • CalPERS retirement (2%@60 for Classic or 2%@62 for PEPRA)
  • Flex dollars for health insurance (Tier III): $825 for Employee Only; $1325 for Employee 1 Dependent; or $1600 for Employee Family. Flex dollars are applied to CalPERS medical HMO/PPO plans dental (mandatory) life insurance (mandatory) vision and optional AFLAC insurance. Employees may designate flex dollars available after deductions for premiums for elected benefit options towards their deferred compensation plan.
  • Matching deferred compensation contribution up to $75 per month
  • City-paid long-term disability insurance
  • Generous leave accruals including 80 hours for administrative leave (prorated upon hire)
  • 11 paid holidays including one floating holiday
  • Tuition reimbursement

About the Role

As a Senior Human Resources Analyst youll serve as a trusted advisor and subject matter expert providing advanced-level support in the following areas:
  • Recruitment and selection
  • Classification and compensation
  • Labor and employee relations (including discipline and performance management)
  • Benefits administration
  • Leave and disability administration
  • Training and development
  • Employment and labor law compliance.

You will lead complex projects mentor junior Human Resources staff and work closely with department leaders to develop solutions that align with organizational goals and foster a high-performing inclusive workplace.

Qualification Guidelines

EDUCATION:Bachelors degree in Human Resources Business Public Administration or a related field is required. A Masters Degree in a related field is desirable.

EXPERIENCE:Four (4) years of progressively responsible human resources generalist experience including one (1) year of lead or supervisory experience. Previous municipal experience is highly desirable.

LICENSE/CERTIFICATION:Possession of IPMA-Senior Certified Professional (IPMA-SCP) or PSHRA-Senior Certified Professional (PSHRA-SCP) certification is highly desirable.
