Job Duties
At the Virginia Department of Health (VDH) we are committed to fostering an inclusive supportive and productive workplace culture grounded in a strong culture of accountability. We are currently seeking a seasoned Senior Employee Relations (ER) Manager to join our Office of Human Resources. This key role will serve as a subject matter expert overseeing and directing all employee relations activities policies and procedures within the agency. The ideal candidate will bring deep expertise in Virginia State employee relations policies & procedures exceptional judgment and strong analytical interpersonal problem-solving and communication skills. Additional position duties below:
Performance Management
Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues in conjunction with program management and Human Resource staff
Ensures relevant training and workplace safety for staff
Conducts required performance monitoring and appraisals establishes clear performance expectations addresses deficiencies in a timely manner and documents underperformance in accordance with state guidelines
Supports employee growth through regular feedback coaching and professional development opportunities
EEO & Employee Relations Oversight & Guidance
Oversees the planning implementation and management of employee relations processes and procedures to enable effective management conflict resolution and problem solving
Conducts oversees and/or otherwise assists with employee relation issues to manage employee concerns and grievances and to identify and implement appropriate employee action and accountability practices
Identifies a fair and inclusive process appropriate for employee concerns or grievances including overseeing employee fact-finding and ensuring adherence to employee relations policies and practices
Provides oversight and guidance on fact-finding investigations or mediated resolutions for complaints and grievances; considers and provides guidance on alternative dispute resolution practices in lieu of investigation to resolve complaints
Provides guidance and assistance with the development and delivery
of appropriate performance feedback or action plans including corrective/disciplinary actions
Oversees the use of effective documentation techniques and maintaining accurate confidential records regarding all reported matters and fact-finding documentation
Evaluation & Leadership
Provides expertise and strategic support partnership and coaching to all levels of the company; assesses the need for development and training
Assures agency managers and supervisors receive adequate training on best practices for addressing workplace issues and problem solving with peers and subordinates
Provides expert level guidance to agency staff supervisors managers and leadership on applicable policies and procedures
Provides supervisory guidance and oversight to EEO and Employee Relations team members
Interprets and applies understanding of Personnel policies and practices employment law and other regulations to provide guidance or clarification for ER matters
Maintains the highest level of integrity when managing employee relations issues and managing reported matters
Maintains knowledge and awareness of organizational and operational changes across the company to identify potential employee relations risks and develop plans to address proactively
Serves as the Agency Advocate at grievance hearings
Performs other duties as assigned to support HR department
Minimum Qualifications
Applies broad comprehensive knowledge of major human resource functional area and HR management principles which requires independent interpretation of state and federal policy laws and the consistent application of best practices
Demonstrated sound judgment in analyzing and assessing complex issues and in providing appropriate strategy guidance and direction
Ability to make decisions independently in accordance with applicable federal and state regulations to assure consistent application of policies and procedures among state agencies
Ability to comprehend interpret and apply the appropriate sections of applicable laws guidelines regulations ordinances and policies; thorough understanding of state and federal laws concerning labor relations
Considerable knowledge of human resource principles and practices in areas such as EEO Employee Relations and ADA
Excellent communication skills orally and in writing
Experience supervising and leading others
Experience with negotiation techniques and dispute resolution; ability to remain tactful calm and persuasive in controversial and/or confrontational situations
Ability to work in a fast-paced environment and proactively analyze and resolve problems
Ability to maintain discretion and confidentiality with all personnel matters
Formal supervisory experience directly managing 1 or more direct reports. Demonstrated ability to effectively lead and manage a professional level team in a professional environment. This includes experience overseeing daily operations assigning and evaluation of work providing guidance and support to staff and fostering employee development. Experience delegating tasks resolving conflicts and maintaining a productive and positive work atmosphere.
Additional Considerations
Experience in HR Business Administration Public Administration or related field
SPHR or PHR preferred
