The Office of State Depository Control is responsible for managing the States cash management banking and fund control programs. The Fiscal Control Division ensures that all monies deposited in the Treasury are safeguarded accurately accounted for and disbursed in compliance with constitutional and statutory requirements for the benefit of Louisianas citizens.

About the Role:

This executive-level position serves as theChief Administrator of the Office of State Depository Controlwithin the Louisiana Department of Treasury. The Director is responsible for planning directing and analyzing statewide cash management programs fund control fund management banking services and payment card processing. The role also oversees statewide accounting and fiscal management controls in partnership with the Division of Administration.


The incumbent directs the receipt custody investment accounting and disbursement of state funds oversees major local government distribution programs (e.g. revenue sharing severance distributions supplemental pay) and ensures transparency accountability and compliance with law. The Director also advises executive leadership and the Legislature on fiscal matters and represents the State Treasurer on high-level boards and committees.


Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Nine years of experience in accounting auditing financial operations payroll or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting economics finance or statistics plus six years of experience in accounting auditing financial operations payroll or banking; OR

A bachelors degree with twenty-four semester hours in any one or combination of accounting economics finance or statistics plus six years of experience in accounting auditing financial operations payroll or banking; OR

A bachelors degree in accounting finance business administration management economics or statistics plus six years of experience in accounting auditing financial operations payroll or banking; OR

An advanced degree in accounting finance business administration management economics quantitative methods or statistics plus five years of experience in accounting auditing financial operations payroll or banking; OR

Possession of a Certified Public Accountant (CPA) license plus four years of experience in accounting auditing financial operations payroll or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Appointment Type: Probational Promotional or Job Appointment Detail to Special Duty or Classified Temporary Appointment.If filled as a probational appointment this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected. If filled as a Job Appointment there is a possibility that this position may be converted to a probational appointment should funding become available.Additional Vacancies may be filled from this announcement within 90 days of the closing date.


Compensation:Note regarding the advertised pay range:The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire. The actual starting salary depends on the education and experience of the selected applicant.
