Description

Metrolinxis connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Director Strategic Train Service Planning provides strategic leadership and direction for the design development and execution of long-term strategic train service planning and rail network configuration. Creating a vision for the future of the rail network defining service patterns operational requirements and infrastructure upgrades to achieve those goals which is crucial for ensuring a sustainable efficient and effective rail system that meets future transportation needs while adhering to Metrolinxs highest standards for safety efficiency and legal/regulatory/policy compliance.

Functional/Technical

  • Provides strategic and tactical leadership and direction to deliver large-scale capital railway infrastructure projects within the assigned region within the context of Train Service Planning.
  • Leads a Centre of Excellence that provides specialized rail corridor infrastructure configuration expertise to all Corridor Infrastructure divisions.
  • Oversees alternative service concept development while incorporating current and future infrastructure requirements to ensure seamless introduction of new services.
  • Provides senior leadership and support to environmental and economic assessments required to develop and enhance a comprehensive regional rail network. Leads or contributes to business case formulation and analysis to derive recommendations support decision-making justify resource commitments and secure funding.
  • Develops and maintains an environment of positive collaboration through strong working relationships and communication linkages between business units and departments.
  • Participates in senior management team meetings presentations committees and delegates division representation to other operating committees.
  • Assists in establishing a comprehensive and marketable vision of the divisions overall service portfolio with all stakeholders; provides technical subject matter expertise to senior management and stakeholders to support planning and consulting services for train service planning and infrastructure activities.

Operational Excellence

  • Provides senior leadership oversight of strategic plans and design and construction activities for adherence to regulatory codes processes and protocols.
  • Conducts analysis of results and identifies trends in rail scheduling issues and recommends efficiencies to methodologies and processes for network expansion service delivery and cost improvements as related to service expansion and construction activities.
  • Creates an appetite for industry excellence and exceptional quality standards in development and implementation of services and transportation solutions.
  • Leads the identification of innovative and best practices for functional excellence; determines which options are feasible; submits business cases for change and initiates changes to structure or operating practices upon approvals.

Financial Stewardship

  • Develops and manages annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation.
  • Monitors project and program progress to deliver program objectives on time and within budget and achieve anticipated business results.

People Leadership

  • Creates a working environment that is aligned with the organizations desire to be a best company to work for ensuring that people resources possess the required skills are properly aligned and are provided with the resources to do the job.
  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goals.
  • Provides senior leadership oversight and direction to employees and contractors engaged in interdependent project teams (e.g. defines team member roles responsibilities and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.


Qualifications

Education:

  • Completion of a degree in Transportation Planning Engineering or a related discipline or a combination of education training and experience deemed equivalent.

Experience:

  • Demonstrated years of progressively senior project management experience in the rail transportation industry with direct involvement in providing senior leadership and direction in the design development and execution of rail corridor configuration.

Certifications or Designations

  • Knowledge of Open Track and other heavy rail train simulation and modeling software is an asset.
  • Rail timetabling knowledge is an asset.

Technical Competencies:

  • Leadership ability to coach mentor and manage a team of technical project professionals.
  • Knowledge of legal/regulatory requirements governing passenger rail services including qualification (or ability to become qualified) under Canadian Railway Operating Rules (CROR).
  • Project Management skills including work planning monitoring evaluation expertise to manage multiple projects with competing priorities and tight deadlines.
  • Service-focused management leadership and influencing skills to provide senior technical and administrative leadership to an operating or functional unit.
  • Interpersonal and oral/written/presentation and negotiation skills to negotiate contracts monitor legal regulatory and procedural compliance direct construction activities and participate in committees.
