Job Description

JOB ASSIGNMENT: Early Intervention / Preschool Program

ORGANIZATIONAL RELATIONSHIP: The Early Intervention Evaluation System Supervisor reports to the Director of Early Childhood Education and in their absence to the Director of Special Education and Alternative Services. The Early Intervention Evaluation System Supervisor will supervise and evaluate members of the Evaluation Team consultants and social worker. (Evaluation Consultants school psychologists educational consultants and social workers).

JOB DEFINITION: The Early Intervention Evaluation System Supervisor is responsible for the direct supervision of the staff listed above who serve as members of the Early Intervention Evaluation Team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Staff Functions
    1. Manage the operations of the referral and evaluation system including communicating individual plans for processing students
    2. Monitor the referral list and coordinate with the Evaluation Team in progressing through the list.
    3. Provide feedback and insight regarding eligibility of students.
    4. Support the school psychologist in communicating with the Individual Education Plan (IEP) team as needed in the re-revaluation process
    5. Regular meetings/check-ins with the Early Intervention Program Supervisors
    6. Facilitate monthly meetings with each team member supervised
    7. Facilitate Evaluation Team meetings on a regular basis.
  2. Assist human resources as needed when vacancies occur to obtain credentials of all required applicants. Review applications arrange interviews and hire new staff.
  3. Monitor the completion of multidisciplinary assessments based on child study team notes.

  1. Educational Leadership
    1. Provide technical assistance in special education/specific disabilities to staff parents and administration as it pertains to IDEA
    2. Liaison and coordinate with appropriate state-approved agencies concerning specific referrals and evaluations.
  2. Assess Early Intervention Program needs and propose possible solutions to the Director of Early Childhood. Collect pertinent data for state reports; assist with such other requests necessary for annual budget recommendations.
  3. Consultation
  4. Provide information on learning theory child development parent involvement and behavior management to preschool staff as needed.
  5. Provide training throughout the school year regarding eligibility.
  6. Oversee monthly child-study team meetings.

Preschool Evaluation / Training

  1. Consult with and support preschool staff on evaluation instruments.
  2. Maintain the assessment library
    1. Assist with inventory and ordering of evaluation assessment materials.
    2. Assist with communication necessary when working with our evaluation material vendors.
    3. Assist in the maintenance of online databases and electronic protocols for the members of the multidisciplinary evaluation team.

Professional Growth and Development

  1. Attend professional meetings / in-services / conferences.
  2. Consult with CSIU professionals and participate in CSIU projects.
  3. Conduct professional research.
  4. Attend pool counsel trainings.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs other related duties as assigned by immediate supervisor or designee.

EDUCATION EXPERIENCE AND SKILLS REQUIRED:

  • The minimum requirement is a Masters degree and a valid Pennsylvania Department of Education (PDE) 9215-Supervisor of Special Education PK-12 certificate pursuant to PDE CSPG 91 Supervisor of Special Education PK-12. A Principal PK-12 certificate is also acceptable to work as a Supervisor of Special Education.
  • Minimum of five (5) years experience teaching experience or working with preschool and/or school age children required.
  • A thorough understanding of the laws that govern education service and the ability to interpret and apply in daily situations.
  • Familiarity with all categories of programs for students with special needs.
  • Familiarity with different scheduling patterns for itinerant services.
  • An understanding of technical aspects included in educational programs for students who are deaf (example sign language).
  • Experience in formulating district special education plans.
  • Knowledge of professional development in all areas.
  • Excellent oral and written communication and interpersonal skills required.
  • Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
  • Excellent verbal and written communications skills with the ability to communicate and work effectively with colleagues co-workers community agency personnel and students/trainees.
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
  • Computer experience with Microsoft Word Excel Outlook data entry email and experience managing file sharing with Google Drive.
  • Adept at using virtual meeting platforms such as Skype Zoom and Microsoft Teams.
  • Maintain confidentiality regarding education programs students and parents at all times adhering to the Federal Educational Rights and Privacy Act (FERPA) requirements to protect staff and student data.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current approved Act 34 (PA State Police) Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Current approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  1. Middle Management supervisors are required to keep abreast of current trends best practices regarding instruction and research and ensure quality special education programs and related services.
  2. Attend regularly scheduled staff meetings participate in local and state training that is pertinent to their job assignment and participate in Bureau of Special Education Initiatives Bureau of Early Intervention Services and CSIU sponsored activities.
  3. Additionally they must attend regularly scheduled full staff and other supervisory/Leadership Roundtable (LRT) meetings participate in local and state training that is pertinent to their job assignment and participate in PreK Counts Initiatives and CSIU sponsored activities.

PHYSICAL REQUIREMENTS:

  • Perform light physical education activities with the students including bending light exercise throwing hitting a ball etc.
  • Navigate the hallways (which may be filled with students) quickly in the event of an altercation.
  • The ability to physically separate fighting students implementing fully all components of Safe Crisis Management.
  • Sedentary: Able to sit for extended periods of time occasional walking standing (as necessary) and able to lift and carry up to 25 pounds.
  • Dexterity: Finger movements (computer keyboard calculator) eye-hand coordination (office equipment etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings floors and grounds.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations ability to remain calm and productive during stressful situations. Demonstrates independent judgment discretion and is able to manage multiple projects and deadlines.
  • Ability to maintain even emotional keel while working with problems and difficult people.
  • Ability to travel to various work site locations and meetings as needed.

TIME AND SITE REQUIREMENTS:

  • This is a full time exempt position which follows a 260 day 7.5 hours per day over a 12-month period schedule.
  • May include evening meetings and overnight travel to attend and provide seminars and workshops.
  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

  1. All property including intellectual property materials equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.
  2. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
