You will need:
Masters Degree or equivalent in gender and development (GAD) or related fields (e.g. sociology anthropology economics law etc.)
At least 15 years relevant professional experience including international GAD work experience at programmatic and policy levels in several countries and multi-cultural environments.
Proven ability to act as a trusted strategic advisor on gender equality partnering with clients to deliver results.
In-depth knowledge and experience in advancing gender equality in Asia and the Pacific context across sectors sovereign and nonsovereign with a track record of successfully applying it to achieve development results.
Demonstrated experience working across boundaries and with complex multiple stakeholders.
A track record of conducting effective policy dialogue on gender equality with country partners and other external stakeholders.
Recognized internationally as a technical expert and leader in gender equality.
Proven management capability and well-established leadership track record.
Excellent diplomacy coordination liaison interpersonal and team working skills.
Written and verbal proficiency in English.

This is a fixed-term appointment for a managerial position initially for a period of 3 years or up to Staffs Normal Retirement Date (NRD) whichever comes earlier in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for an additional fixed term period of up to 3 years allow it to expire or reengage staff to their most recent technical international grade1 to optimally utilize the Staffs technical skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize with the salary range corresponding to that technical international grade. This decision will be made in the overall interest of ADB based on factors including but not limited to ADBs medium- to long-term plans for the organizational unit the relevance of the staffs skills to those plans and the staffs managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M the expiration date of any fixed-term appointment will not exceed the Staffs NRD. There is no limit on the number of renewals up to Staffs NRD. However this appointment is not convertible to a regular appointment.

The position of Director Gender Equality is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations knowledge innovation and partnerships. CCGE provides bank-wide technical leadership for gender equality operations and strategic operational support for gender mainstreaming across all sectors and themes as well as gender knowledge work in line with ADBs Strategy 2030 Priority 2: Accelerating Progress in Gender Equality and Strategy 2030 Mid-term Review strategic focus area of Resilience and Empowerment. You will be based at our Headquarters in Manila Philippines.
You will report to the Director General CCSD and work closely with other thematic Directors and will oversee CCGE staff recruited at both international and local level located in headquarters (HQ) and Resident Missions (RMs).
As a Director Gender Equality you will lead ADBs Gender Equality Division housed in CCSD. You will provide technical leadership for all aspects of gender equality operations of ADB both sovereign and non-sovereign and strategic operational support for gender mainstreaming across all sectors and themes. You will provide knowledge and innovation leadership on gender equality in Asia and the Pacific including managing a gender equality technical assistance (TA) portfolio knowledge products and events and training. You will oversee and monitor the implementation of ADBs Policy on Gender and Development (1998) and its updates and support Strategy 2030 Mid-term review in particular strategic focus area on Resilience and Empowerment. Examples include the provision of strategic reporting to Management and the Board of Directors on ADBs performance including annual corporate results framework reporting on bank-wide gender mainstreaming performance targets. You will lead the preparation and implementation of the Gender Equality Division workplan.
Provide leadership in all aspects of gender equality (i.e. technical operational and knowledge management) in close collaboration with CCGE team leading development implementation and reporting of achievements against CCGEs annual work plan.
Provide leadership for organizational gender equality policy and strategy including overseeing bank-wide corporate gender mainstreaming targets enhancing or updating of relevant implementation guidelines and staff instructions operational tools project document templates and tracking performance analysis on achievement of Corporate Results Framework (CRF).
Ensure that high standards are consistently applied to operational gender mainstreaming by engaging with and advising with project teams consistently applying CCGE quality assurance processes providing training and coaching support.
Build capacity of ADB staff developing member country (DMC) officials private sector clients and other counterparts on entry points and solutions for closing gender gaps addressing Sustainable Development Goal 5s (SDG5) transformative gender equality agenda and intersectional approaches to gender equality through strategic operational support policy engagement and advocacy.
Foster and drive innovation thought leadership and future-looking bank-wide initiatives to design implement and manage effective approaches to accelerate gender equality in the region (e.g. knowledge generation on emerging topics innovative and nimble TA pipeline Asian Development Fund SDG5 thematic pool). This includes conceptualizing and delivering flagship gender equality knowledge events (i.e. Asia and Pacific Gender Forum Gender Month Annual Gender Specialists Workshop and Private Sector Gender Equality Action Accelerator).
Keep abreast of global and regional state-of-the-art gender research and knowledge by developing and maintaining knowledge partnerships with multilateral development banks (MDBs) (e.g. MDB Working Groups on Gender and related matter think tanks private sector civil society and other development partners and bring in good global/regional practices to ADB and DMC counterparts).
Represent ADB at national regional and global forums (e.g. OECD DAC Gendernet) to enhance ADBs visibility and market ADBs good practices as a leader on gender equality.
Mobilize and manage grant finance for gender equality innovation and operations and engage strategically to build and deepen partnerships with donors global trust funds nontraditional cofinanciers (e.g. private sector foundations) and knowledge partners.
Manage CCGEs budget resource allocation and human resources including recruitment talent management of gender specialists across ADB including encouraging staff development professional growth and mobility. Manage the performance of CCGE staff by providing clear direction regular feedback and mentoring and coaching.
