Job Description

Budget Consultant Department of the Navy (DON)

Active or Interim Secret Clearance Required

Arlington Virginia (Onsite at the Pentagon)

@Orchard is seeking a Budget Consultant to play a critical role in supporting the DON Principal Cyber Advisor (PCA). This is a unique opportunity to interact directly with senior-level customers and Iberia leadership be empowered to think and learn on your feet and to make a direct impact on the DONs objective - rigorous execution of the budget paired with the pursuit of budgetary reform seeking greater execution effectiveness and transparency while reducing reimbursable work.

As the Budget Consultant your responsibilities will include.

Supporting the provision of Budget Execution Guidance to Secretariat Staff Offices.

Performing budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding such as direct annual multi-year and no-year appropriations.

Maintaining a system of internal controls over all aspects of Navy FM&C budget formulation and execution to guard against waste fraud abuse or mismanagement.

Assembling and compiling background and historical data and documentation to develop budget estimates and justifications and to identify the cost of the operations.

Supporting additional Budget Execution activities including Execution Tracking and Reporting conducting Dormant Account Reviews and supporting the Services Requirements Review Board (SRRB)

Your skills and experience will feature.

A comprehensive understanding of the DON process and the software utilized such as Navy ERP and PBIS.

A proven ability to work independently with budgetary data specifically execution in Navy ERP including creating/modifying Purchase Requisitions (PRs) and Purchase Orders (POs) Budget Structure Creation and Manipulation running and working with ZRQIS0002 and ZFSRS Reports.

Must be able to run queries and submit Issue Papers in PBIS.

Demonstrable ability to analyze financial statements and budget execution reports.

A high proficiency in performing DAR-Q in ADVANA.

Proven experience creating and maintaining Spend Plans.

Highly proficient knowledge with Excel (pivot tables formulas etc.)

Proficiency in Office 365

Solid and effective verbal & written communication skills

Strong critical thinking and analysis planning and problem-solving skills

Preferred:

Knowledge of multi-year funds regulations vs single-year

Navy Veterans and former Civilian employees (at Secretariat MAJCOM or SYSCOM level) are strongly encouraged to apply as their experiences and knowledge align with project delivery.

Relevant certifications including but not limited to Certified Defense Financial Manager (CDFM) Certified Government Financial Manager (CGFM) DoD Financial Management Certification (FMC) etc.

Your background must include:

Must be a U.S. Citizen

Must possess and maintain an interim or active Secret Clearance.

2 years of experience in consulting/generalist communications or similar background and 5 years of Federal Budget experience including some time supporting DON systems (US Navy or USMC)

Bachelors degree in business or a relevant field.

Must be willing to work 5 days/week at the Pentagon

Dress Code: Business casual - wearing business meeting-appropriate attire

Compensation for the role of Program Management Analyst will be determined based on experience and qualifications. The salary range is expected to be $98000 - $112000 plus benefits.
