DEQ has an open opportunity for aFlood Resiliency Blueprint Program Consultant.

This position will be located:

* This is a time-limited position. It is full-time (40 hours per week) withState Benefitsfor a limited time.

As part of the Statewide Flood Resiliency Blueprint Program this position will provide flood resilience planning and implementation expertise and services for the Division of Mitigation Services.

Key Responsibilities:
  • Coordinate development of Flood Resiliency River Basin Action Strategies (Action Strategies) which are comprehensive flood planning documents with emphasis on stakeholder engagement flood resilience problem solving and project implementation.
  • Support implementation of Action Strategies including managing flood resilience consultant contracts and project implementation providing project support to local communities coordinating funds from various entities to develop and implement plans and projects supporting grant applications for communities and tracking flood resiliency projects.
  • Develop and supply support for innovative flood resilience approaches that can quickly improve the states flood resilience.
  • Help develop implement and utilize the programs Flood Resiliency Online Decision Support Tool by providing technical input verifying data and training local and regional end users.

The Division of Mitigation Services:

The Division of Mitigation Services (DMS) provides comprehensive mitigation for the State of North Carolina as required under the Clean Water Act. The DEQ division is responsible for providing compensatory mitigation for streams wetlands and riparian buffer that are unavoidably impacted by development and transportation projects. The Division provides cost effective mitigation options through planning implementation and disposition of project sites in the 54 cataloging units (watersheds) in the State. DMS manages the development of comprehensive mitigation projects that will facilitate numerous statewide infrastructure improvements. Failure to provide mitigation can delay or prevent implementation of projects that impact the Waters of the United States resulting in significant hindrance or prohibition of transportation and development projects. The DMS positively influences North Carolinas economic growth environmental protection and quality of life.

The DMS closely coordinates its activities with a number of regulatory agencies and stakeholders including the U.S. Environmental Protection Agency U.S. Army Corps of Engineers U.S. Fish and Wildlife Service the Department of the Interior U.S. Forest Service Department of Agriculture North Carolina Wildlife Resource Commission the North Carolina Department of Environmental Quality - Division of Water Resources Division of Coastal Management and Marine Fisheries non-governmental and land trust organizations mitigation bankers contractors and full delivery mitigation providers. In 2021 Session Law 2021-180 tasked DMS with developing a Statewide Flood Resiliency Blueprint (Blueprint) and River Basin Flood Resiliency Strategies and allocated $96 million to implement projects once the draft Blueprint was completed in December 2023. Six new time-limited positions were created within DMS to manage these efforts. These team members will continue to refine the Blueprint manage the development and implementation of an online decision support tool develop Action Strategies for each river basin that identify flood resilience projects and approaches based on input from stakeholders the online decision support tool and the flood resilience planning approached identified within the Blueprint.

Minimum Education and Experience Requirements

Masters degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
