Job Description

Payment & Settlement Services (PSS) is part of INGs CTO domain. PSS manages the generic part of the payment value chain from a business operational and tech perspective. The PSS mission is to become a professional service provider in payments settlements and open banking with focus on delivering quality and efficiency leveraging our world-class scalable payment- settlement and open banking solutions and the expertise of our people.

The execution plan is based on four strategic steps

  • Mature PSS as a professional service provider
  • Implement foundational change projects to enable volume consolidation
  • Drive internal volume consolidation
  • Consider external options for further scale growth

The Team:

As an IT lead you will create an environment in which your teams can reach their full potential and have the confidence to take responsibility. You will use your knowledge and competencies to contribute to the PSS strategy and PSS Tech strategy.

Next to people management delivery IT custodianship financial management and adherence to IT processes the IT Lead will take responsibility for the overarching development architecture implementation and way of working in the SEPA domain.

You will be part of the PSS Tech MT.

Your key responsibilities

Your main focus will be on:

  • People management : install a high performing culture by fostering growth and craftmanship of your team and building/safeguarding knowledge in your domain.
  • IT Custodianship of our strategic SEPA application suite (RTPE). Manage IT Risk and security on these assets and ensure reliable operation of the IT assets by nurturing a zero outage culture.
  • Predictable delivery : software delivery by squads in your area live up to our promises with respect to quality and timelines.
  • Stakeholder management : managing stakeholders both within (MT PSS and PAL in area) and outside PSS (MT CTO and CIO of consuming entities).
  • Technical leadership : focus on improvement of Tech in your domain in order to achieve both quality and efficiency.
  • Financial management : Proper budget control including staff costs IT expenses and infra costs
  • Staffing : Define optimal staffing strategy for your domain in line with the PSS sourcing strategy.
  • Governance and WoW : standardization and improvement of IT finance risk and governance and/or processes in your domain (QBR DP baseline/change performance wall )

Your work environment

You will work in the dynamic and challenging environment of PSS Tech.

The SEPA domain develops maintains and supports RTPE as a Business Application asset. RTPE is the target SEPA Payments Engine and enables processing of SEPA Credit transfers and SEPA Instant payments. Next to that the application also covers Booking Orchestration (booking in different account management systems) and Clearing and Settlement Hub connectivity (connecting to market clearing).

We are looking for:

Education :

  • Master of Science in Computer Science or an equivalent field.

Experience :

  • Existing ITAL experience
  • Experience in managing high volume mission critical applications is an asset.
  • Payments knowledge/experience is an asset

  • IT implementation: you have a passion for implementing configuring and optimizing IT
  • systems and services. You love technology and naturally stay up-to-date on relevant new developments

  • Communication : you possess excellent verbal and written communication and presentation skills
  • Manage Complexity : You have excellent problem-solving and analytical skills you can navigate in complex sometimes contradictory information to effectively solve problems. Your management is based on facts and data (both in day-to-day management and in determining strategic direction).
  • Stakeholder Engagement : experience in navigating in an international organization able to deal with multiple management lines (functional as well as hierarchical) and many different stakeholders.
  • Develop Talent : experience in getting the best out of people and developing talent when working with multiple cultures at the same time.
  • Experience with strategic assignments and major changes.
  • Drive Results : You achieve optimum results by empowering teams and giving them responsibility at the same time challenging poor results or outcomes.
  • Excellent verbal and written communication and presentation skills
