Job Description

Executive Director (4526-70)
Starting Salary:
$125000
General Description
The Executive Director manages plans and directs the office of the Veterans Service Commission operations and work activities pursuant to Title 5901 ORC (Veterans Service Commission) and policies set by the Veterans Service Commission. The Executive Director reports directly to the Veterans Services Board of Commissioners. This position coordinates funding strategies; serves as a liaison between employees and the Veterans Service Board of Commissioners; and prepares the annual budget.
Summary of Job Duties
  • Manages veteran services provided by the Veterans Service Commission in compliance with applicable laws and regulations ensuring work and services comply with established quality and service standards
  • Develops the annual budget for submission to the Hamilton County Commissioners that includes office expenses salaries and Emergency Temporary Financial Assistance; monitors and manages the approved budget within budgetary constraints; and forecast and projects impact of expenditures.
  • Coordinates funding strategies; implements plans for analyzing problems: identities needs and objectives of aid to veterans in Hamilton County; makes recommendations to the Veterans Services Board of Commissioners as to possible improvements to the overall operations; identifies problems and sources of problems that are in hinderance to the overall operations; and keeps current operating procedures and policies applicable to dispensing financial aid to veterans their dependents spouses parents and other eligible related members.
  • Informs the Veterans Service Board of Commissioners of all operations including facts and figures of the workload financial resources and monthly reports; operates in the framework of policies established by the Veterans Service Board of Commissioners.
  • Establishes and implements policies and procedures of the administration of the Veterans Service Commission.
  • Assesses the needs of the veterans the community department personnel and others; evaluates organization effectiveness and plans and prioritizes service needs consistent with the agencys mission; and implements changes as needed to remain current and effectively serve veterans.
  • Leads manages directs and coordinates the Veterans Service Commissions office personnel to establish and maintain a productive and cooperative work culture. Assures work areas are adequately covered that includes granting time off scheduling vacations and review/approving other leave requests; provides training for all staff including required and needed state and federal training for Veteran Service Officers; conducts annual and periodic performance reviews; interviews hires and counsels employees; and acts as a liaison between the employees and the Veterans Service Commission Board of Commissioners.
  • Enforces policies and procedures established by the Veterans Service Commission Board of Commissioners within county state and federal guidelines; updates staff of current regulations directives rules and policies with respect to allocating emergency assistant funds.
  • Establishes outreach programs with other agencies and social service referrals to enhance available services to veterans within the County.
  • Develops and maintains effective and collaborative working relationships with community resources officials and other job contacts.
  • Responds to and appropriately addresses client complaints misunderstandings and problems expeditiously and in a professional manner.
  • Performs job responsibilities in accordance with the Veterans Service Commissions Board of Commissioners policies procedures and contracts as applicable and in compliance with ORC 5901 and other applicable federal state and local laws and regulations.
  • Keeps abreast of current trends and practices in the field; attends and participates in required training on topics relevant to the job.
  • Performs other related duties as required.
Minimum Qualifications and Requirements
  • Must be a veteran Pursuant to ORC 5901.06 must be a veteran (as defined in ORC 5901.01) and possess an honorable discharge from the U.S. Armed forces.
  • Possession of a bachelors degree in business in public administration or a related field and (5) years of related management experience or any equivalent combination of relevant education and/or experience.
Licensure or Certification Requirements
  • Possession of a valid Ohio drivers license must be and remain insurable under the Countys vehicle insurance policy as a condition of continued employment.
