Description of Job

This work unit exists to maximize to the fullest extent possible the purchase value of public funds by using the most economical and effective means as provided by statutory reference to procure receive store and distribute commodities and services for all Department of Human Services Southern District Agencies as well as Department of Youth Corrections Facilities Colorado State Veterans Nursing Homes DOC-San Carlos DOC-La Vista and the Pueblo Regional Center. Must also maintain inventory control for all Southern District Capital Asset and Warehouse inventories in accordance with State Fiscal Rules. The department also exists to promote the CDHS mission.


This position exists to support the Southern District Procurement operations including ISD1 ISD2 and warehouses. Responsibilities include managing and providing logistical support in the placement of commodity orders receipt of goods resolution of invoice discrepancies proper storage and issuance of commodities to all CDHS Southern District Agencies. This position verifies all shipments resolves delivery discrepancies and addresses issues related to quality or service. The employee ensures proper storage and cleanliness of commodities in accordance with USDA regulations and monitors freezers and refrigerators daily. Deliveries to outlying agencies are required; a valid Colorado Drivers License is necessary. A Class B (CDL) license is preferred but not required. The position operates lift trucks and pallet jacks and performs data entry into CORE including creating Purchase Orders Printing Pick & Issues and Receiving Reports. This position is responsible for maintaining accurate inventory levels and requesting adjustments through accounting


Managers the receipt storage and distribution of commodities

Manages the receipt storage and distribution of commodities in the Southern District Procurement Warehouse per USDA regulations policies and procedures.
Make support decisions regarding inventory purchases receipt issues and adjustments.
Determines and maintains adequate commodity stock levels in the food warehouse
Determines when and what items need to be ordered re-ordered and replenished and stocked

Manages the Scheduling of Deliveries:

  • Manages the scheduling of deliveries from trucking companies and assists delivery drivers with unloading commodities.
  • Verifies shipping bill of lading for accuracy quality grade freshness packaging and quantity discrepancies Verifies that product meets specifications and reports findings to the appropriate authority. Prepares Purchase Orders and Receiving Documents in the CORE system.
Managing CORE Procedures
  • Employee Prints and use CORE Pick & Issue (PI) documents to pull and prepare commodity items for delivery to Southern District Agencies.
  • Verifies PI documents match commodities pulled from inventory ready to be delivered to ordering agencies. Approves SRS from other state agencies such as Department of Youth Corrections (DYC) & Nursing Homes while documenting and tracking all PIS SRS and CIS through the entire warehousing process.
  • Determines that received commodities are put into the designated location within the warehouse to include freezer and refrigerator locations according to USDA Regulations rotating stock utilizing the FIFO Method.
Training & Equipment Maintenance
  • Maintains the building and equipment including cleaning safety standards and routine equipment maintenance. Maintains vehicle logs according to the State Fleet Management Policy and schedules vehicle repairs and maintenance.

Managing the delivery and receipt of commodities/Other Decisions as Assigned
  • Assists in receiving all incoming FedEx UPS and other carriers shipments verifying product is not damaged by carrier.
  • Delivers warehouse commodities and receive packages for departments and patients following campus security rules and regulations.
  • Deliveries are made to the following Southern District Facilities: CMHIP Pueblo and Colorado Spring Youth Detention Centers Florence Nursing Home and the San Carlos Correctional Facility.
  • Other Decisions as Assigned that are not covered in duty statements that may arise

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications
Two (2) years of relevant experience in an occupation related to the work assigned tothis position.


Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.


Preferred Qualifications:

The preferred experience competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • The successful candidate will have a record of reliability and dependability
  • Knowledge of distribution practices
  • Ability to use proper lifting techniques
  • Ability to demonstrate initiative and commitment towards completing assignments efficiently with attention to detail
  • Equipment certifications such as forklift
  • Professional experience working for a food producer or food-related non-profit
  • Excellent customer service
  • Ability to maintain a clean driving record
Conditions of Employment:
  • Full background check
  • Must possess a valid unrestricted U.S. Drivers License
  • Ability to operate lift trucks pallet wrappers walkie-riders manual and electric pallet jacks and forklifts.
  • Ability to handle and store cleaning materials
  • Ability to travel in-state to visit recipient agencies make deliveries. Out of state to conferences.
  • Ongoing function capacity testing
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position (3) provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
