DESCRIPTION OF JOB:
Summary of Functions:The Deputy Director of Operations & Lead for the Governors Operational Agenda(hereinafter called Deputy Director) is tasked with leading theGovernors Operational Agenda including tracking and delivering on key performance indicators as outlined in the Operational Agenda as well as executing on aset of high-priority time-bound initiatives or projects for the Governors Office to support effective operations of State government and the priorities of Governor Polis.
These projects will include both proactive efforts to identify opportunities to make State government operations more effective and efficient as well as efforts that are responsive to emergent needs identified by the Governor Chief of Staff and/or Director of Operations. The Deputy Director is also responsible for overseeing the statewide professional development portfolio in the areas of operational excellence and innovation including programs required by the SMART Act.
The Deputy Director also supports the Director of Operations & Cabinet Affairs with overall team management and leadership as well asstanding in for the Director as needed to lead Cabinet meetings resolve inbound issues raised by Cabinet members and plan Cabinet-wide programming (e.g. annual retreats).The Deputy assists the Director with other responsibilities including representing the Director in various internal and external meetings assisting with day-to-day Cabinet operations and other responsibilities as assigned.
Essential Duties and Responsibilities:
The individual in this position will work directly with the Governors Office leadership and staff and agency leadership and staff to execute on key initiatives including:
Developing and leading theGovernors Operational Agenda including monitoring and reporting progress on KPIs ensuring accountability across agencies and driving continuous improvement;
Serving as a strategic thought partner to the Colorado Digital Service on critical statewide digital initiatives ensuring alignment with the Governors priorities advancing enterprise-wide modernization efforts and strengthening Colorados position as a leader in digital government.
Overseeing the work of three to five members of the operations team including maintaining a project pipeline making recommendations on priority projects conducting regular reviews and retrospectives to improve team performance and monitoring the execution of projects.
Scoping each initiative or project including identifying who needs to be involved identifying key project outcomes and creating project plans. Projects may focus on issue discovery user experience labor negotiations emergency response program evaluation and/or project management for mission-critical agency programs.
Facilitating cross-functional teams within executive branch agencies community stakeholders and/or vendors as needed to build enthusiasm and accountability to execute on the initiative.
Delivering a set of recommendations at the outcome of each initiative or project which may include recommendations on pursuing or discontinuing further work on an initiative the structure for future work and any resource staffing or structural needs.
Overseeing the statewide professional development portfolio including leadership training programs innovation training to comply with SMART Act requirements and employee recognition awards.
Supporting the Digital Government Steering Committee by coordinating priorities and advancing strategic initiatives in digital service delivery.
Developing and executing the Governors Office communication and knowledge-sharing strategy for the Governors Operational Agenda including publishing thought leadership and cultivating opportunities to share Colorados operational innovations externally.
Supporting the Director of Operations in their responsibilities as needed.
Organizational Relationships:This position directly supervises a team of 3-5 individual contributors and supports the portfolio of the broader team of 10-14 individuals. This position reports to the Director of Operations & Cabinet Affairs.
Minimum Qualifications:
The incumbent in this role will demonstrate the following attributes:

Possesses the political savvy to coach agency leaders as well as the team of advisors on how to connect the expectations of the public to the work of government.
Ability to survey the state of the workplace identify arising concerns and propose effective solutions.
Ability to quickly adapt to and navigate a dynamic work environment using flexible problem-solving skills.
Minimum Education/Experience:
At leastnine (9) yearsof relevant work experience in an area closely related to the work areas to be performed by this role including government administration strategic planning goal setting and/or project management. A Bachelors degree in public administration political science economics or a related field may be substituted for up to four (years) of professional experience.
Preferred Qualifications:
Graduate degree in public policy public administration business administration economics or another quantitative field.
Previous experience in state government.
