The County of Santa Barbara is seeking an experienced finance professional to fill aFinancial Services Manager Iposition within the Resource Recovery & Waste Management Division of thePublic Works Departments.This position is categorized as a Financial Services Manager I classification within the Countys leadership series and is classified as at-will and exempt from Civil Service provisions. This position is based in Santa Barbara California.

This role assists with the oversight of a $70 million budget for the Resource Recovery & Waste Management Division (an enterprise fund) including responsibilities related to capital construction accounting. Managing an enterprise fund adds a level of complexity to prepare full accrual entries monitor customer payments and ensure the division is financially sustainable in order to meet its debt service obligations. This positions responsibilities also include working with other managers to make critical decisions in regard to the financial aspects of the division.

Under direction oversees staff performing financial budgetary and/or accounting analysis in areas such as: accounting budget accounts receivable/payable employee benefits payroll debt management public funds and property tax collections financial analysis and auditing; coordinates assigned activities with staff in other divisions and departments; provides highly responsible and complex staff assistance and administrative support to executive management staff; and performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Typically reports to a Financial Services Manager III. Provides direct supervision to two or more individuals in a single work unit. Exercises direct and indirect supervision over assigned technical and administrative staff.

ABOUT THE DEPARTMENT:
The Countys Public Works Department employees are committed to efficiently providing operating and maintaining public works infrastructure facilities and services to make everyday life as safe and convenient as possible for the public we serve. The Department is comprised of five Divisions: Administration Resource Recovery & Waste Management Surveyors Office Transportation and Water Resources.   • Experience supervising staff
  • 5-7 years of professional accounting experience
  • CPA and/or CPFO certification
  • Knowledge and experience of the complex accounting principles methods and standards in Governmental Accounting
  • Financial Forecast Models
  • Strong analytical and organizational skills
  • Knowledge of Federal Cost Principles (2 CFR 200)
  • Demonstrated ability to develop and maintain sound working relationships with people of diverse backgrounds and personalities
  • Ability to make technology-based process improvements
  • Ability to work independently organize and prioritize work and meet deadlines
    • Ability to prepare and write clear and concise reports and keep records organized accordingly
    • Prepare work papers with clarity and transparency
    • Experience using a database to capture and organize data
    • Ability to process interpret and communicate fiscal/accounting information
    • Make informed decisions based on data and use metrics to evaluate success

Examples of Duties

  • Serves as a member of the Countys management team by planning organizing coordinating and directing the activities in areas such as: accounting budget accounts receivable/payable employee benefits payroll debt management public funds and property tax collections financial analysis and auditing.
  • Executesannualgoalsandprioritiesas established with input from next level manager.
  • Establishes research criteria gathers and analyzes fiscal and statistical information and/or leads the information gathering and analysis process.
  • Serves as a subject matter expert and uses technical and analytical expertise to develop findings.
  • Coordinates smaller less complex teams projects or specific functional areas of large complex programs related but not limited to accounting financial planning and analysis auditing investment portfolio management budget development and management debt management claims and disbursements medical billing cost analysis cash management taxation collections payroll and benefits.
  • Supervises accounting and fiscal functions involving transactional investigatory or processing operational activities performed by assigned staff.
  • Develops implements and evaluates services and programs to ensure adherence to strategic and performance goals; manages work systems and processes; maintains and updates procedures; researches trends and best practices in area of assignment; and recommends and implements operational and /or program changes.
  • Develops and administers budgetary and procurement processes; manages contracts; researches and analyzes financial information; makes resource allocation recommendations; and implements resource allocation decisions.
  • Troubleshoots and resolves program or work unit issues and keeps higher-level management informed of issues/resolution.
  • Oversees the preparation of (and/or prepares) contracts reports records plans and other documents involved in managing the area of assignment; oversees (and participates in) the research and analysis of policy and related information; and/or makes recommendations to higher-level management staff.
  • May supervise management professional paraprofessional and support staff; and may be responsible for conducting performance evaluations employee development hiring discipline and termination procedures.
  • Coordinates work with the general public County staff external agencies etc.; may represent the County on various professional committees; and may prepare and make presentations to the public elected officials boards and/or other stakeholders.
  • Performs other related duties as required.

Employment Standards

The knowledge skills and abilities listed below may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelors degree from an accredited four-year college or university in accounting finance business administration or related field and
  • Three (3) years of experience in accounting at a professional or supervisory level.

Additional Requirements
  • For specific positions possession and maintenance of a valid California drivers license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

  • Business systems equipment and applications relevant to the area of assignment.

ADDITIONAL INFORMATION
May be required to work a varied schedule of hours which may periodically include evenings weekends and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.
