RECRUITMENT RANGE: $55823 - $77115

The North Carolina Department of Health and Human Services (NCDHHS) is responsible for ensuring the health safety and wellbeing of all North Carolinians. NCDHHS manages the delivery of health and human related services for all North Carolinians especially our most vulnerable citizens - children elderly disabled and low-income families. The Department works closely with health care professionals community leaders and advocacy groups; local state and federal entities; and many other stakeholders to make this happen.

The NC Division of Child Development and Early Education (DCDEE) is a division of the NC DHHS. The mission of DCDEE is to ensure the health and safety of children in early childhood education settings to promote quality child care by implementing evidenced-based standards and to increase access to quality child care to families and children across North Carolina. The Early Childhood Data and Policy Analyst will report to the Senior Early Childhood Policy Advisor in the Directors Office who serves on the executive leadership team at DCDEE. The Directors Office works closely with the Division Director Deputy Director and the Office of the Secretary to support NC DHHS in achieving its mission and goals by providing in-depth policy and data analysis research and recommendations regarding revised or new policies regulations and implementation strategies to improve the wellbeing of young children and families participating in the early childhood education system.

The Early Childhood Data and Policy Analyst plays a critical role in the work of DCDEE by coordinating Division- and Department-wide staff supports inter-agency state supports and key stakeholders to utilize robust data analysis research into best practices locally and nationally and community perspectives to inform sound policy decisions to improve the health safety and wellbeing of young children across the state. The analyst will directly supervise at least one employee who is responsible for program evaluation of federally mandated requirements and other data related activities.

Knowledge Skills and Abilities / Competencies

Management Preferences:

  • Experience in data analysis data management data governance and social/policy related research
  • Demonstrated ability to communicate effectively both orally and in writing
  • Ability to work collaboratively to support effective communication identify problems and provide problem-solving solutions/options to a variety of audiences within and outside of the agency including leadership external customers and early childhood education stakeholders.
  • Ability to plan manage and coordinate between multiple simultaneous projects

Minimum Education and Experience Requirements

Bachelors degree from appropriately accredited institution in a discipline related to the area of assignment plus two years of programmatic experience related to the area of assignment; or equivalent combination of training and experience.
