Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a licensed Clinical Social Worker to serve as the Statewide Director of Social Work. The Statewide Director of Social Work will provide clinical supervision to the directors of social work at our State-Operated Psychiatric Hospitals. This position will also develop and implement goals and objectives for the statewide social work program and ensure regulatory compliance promote the implementation of evidence-based practices across facilities and liaise with colleges and other academic affiliates to support social work training programs. The mission of DBHR is to advance health and wellness for all people of Illinois through a comprehensive system of prevention treatment harm reduction and recovery services.

Essential Functions

  • Serves as Statewide Director of Social Work for the Division of Behavioral Health and Recovery (DBHR).
  • Confers with the Statewide Medical Director and other executive management staff to ensure the integration and coordination of clinical administrative labor relations investigatory fiscal/budget personnel community programs and functions needed to expedite the processing and resolution off issues and concerns as well as to enhance the overall hospital operations and quality of services to recipients.
  • Reviews hospital policies and clinical procedures treatment protocols and social worker caseloads and duties to evaluate the quality of service provided to recipients is in accord with the best clinical practices and established goals and objectives.
  • Plans evaluates and confirms the appropriate utilization of resources available within the hospitals verifying these resources (i.e. community resource management personnel management active treatment recommendations program development and implementation) are utilized in accord with department goals and objectives.
  • Promotes the implementation and onboarding of new Evidence Based Practices (EBPs) across DBHR facilities DBHR community providers network and with other state agencies providing MH Service delivery.
  • Serves as the state-operated psychiatric hospital suicide prevention lead for DBHR.
  • Serves as DBHR liaison with social work academic affiliations with colleges and other academic affiliates through the expansion of clinical training and internship placement programs facility development at the state hospitals and through promotion of clinical and mental health systems research and scholarship.
  • Serves as full-line supervisor supervising and evaluating the activities of staff responsible for the social work programs for all state-operated psychiatric hospitals and DBHR facilities.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a masters degree in Social Work.
  • Requires four (4) years administrative and clinical professional experience in a behavioral health field.
  • Requires licensure as a Clinical Social Worker for the State of Illinois.

Preferred Qualifications

  • Ten (10) years of professional experience working in an inpatient social work services program for individuals with mental illnesses.
  • Five (5) years of managerial experience in a public or private organization that delivers inpatient or outpatient psychiatric services.
  • Three (3) years of professional experience providing clinical supervision to social work administrators for a public or private organization.
  • Three (3) years of professional experience initiating or monitoring corrective action plans for a public or private organization.
  • Three (3) years of professional experience working with accrediting bodies such as the Joint Commission.
  • Three (3) years of professional experience reviewing and evaluating clinical policies and procedures for a public or private organization.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to travel statewide in the performance of job duties including overnight stays as necessary.
