Position Overview:

The Illinois Racing Board is seeking an energetic and detail-oriented GAAP Accountant to prepare various financial reports and reconcile Comptroller records; review process and resolve issues with AP and AR transactions submitted by staff; work with internal and external auditors; process agency payroll and assist the finance department with preparation of the end of year GAAP packages. The ideal candidate possesses strong analytical skills is organized detail oriented and has strong communication skills. Essential Functions

  • Prepare final package for submission to Comptroller on all internal financial statements internal reports supporting schedules and other reports. Reconcile various internal reports statements and documents State Accounting Management System (SAMS) records and reports to the Comptrollers office and auditors.
  • Respond to inquiries from management auditors user agencies and vendors regarding financial reporting and general accounting.
  • Prepare and process agency invoice vouchers requisitions purchase orders and obligations.
  • Investigate inquiries concerning payment of bills from either within the agency or outside by researching files and/
    or records determining cause of inquiry and provide a detailed response and resolution as appropriate.
  • Reconcile agency fiscal records with the Treasurers records upon receipt of the Treasurers draft; verify and authorize Receipts Deposit Transmittals (C-64) to release the Treasurers draft to the Office of the Comptroller. Research original documents supporting files and subsidiary accounts to trace reasons for cash receipts discrepancies.
  • Implement all procedures to comply with the Accounts Receivable Collection Act including quarterly reporting of delinquent accounts by days past due.
  • Send correspondence prepare reports and gather information as requested by GOMB ACFR team.
  • Review timekeeping and payroll reports to ensure proper documentation and accurate payment to employees.
  • Assist GAAP Coordinator and CFO with GAAP packages and preparation of reports for GAAP Packages.

Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Bachelors degree in accounting or a bachelors degree in a related field with a minimum of 18 hours of college credit in accounting; or four or more years of experience assisting with financial audits financial statement preparation performing accounts receivable or accounts payable duties creating adjusting journal entries and creating reports using spreadsheet and word processing software.
  • Thorough understanding of accounting and auditing theory principles methods and procedures.
  • Minimum three years experience using Microsoft Office or equivalent word and spreadsheet processing software.
  • Minimum three years of experience working in accounting specific software application(s).

Preferred Qualifications

  • Minimum of one (1) year of experience assisting with financial audits.
  • Minimum of one (1) year of experience assisting with financial statement preparation.
  • Minimum of one (1) year of experience performing accounts payable or accounts receivable duties.
  • Minimum of one (1) year creating adjusting journal entries.
  • Minimum of one (1) year creating reports using spreadsheet and word processing software.

About the Agency

The Illinois Racing Board (IRB) was created in 1933 and its legal mandate is defined in the Illinois Horse Racing Act of 1975. The jurisdiction supervision powers and duties of the Illinois Racing Board shall extend under the Act to every person who holds or conducts any race meeting within the State of Illinois where horse racing is permitted for any stake purse or reward. The mission of the Illinois Racing Board is to regulate horse racing through the enforcement of the Act and its rules and regulations and to ensure the honesty and integrity of Illinois racing and wagering.
