The Billing and Revenue Cycle Project Manager is located within the NC Department of Health and Human Services (DHHS) Information Technology Division (ITD) Implementation and Operations Section Brown Portfolio. This position provides project management for billing and revenue cycle components of both Epic Electronic Health Record (EHR) and non-Epic systems implemented across 13 Division of State Operated Healthcare Facilities (DSOHF) locations. Responsibilities involve planning execution and monitoring of multi-disciplinary technology projects to ensure deliverables meet established schedules budgets and quality standards.
This role supports DSOHFs mission of transitioning facilities from paper-based systems to integrated digital platforms directly impacting billing revenue operations and related business processes that serve more than 10000 employees and over 2500 clinicians daily. The position collaborates with executive leadership clinical and operational staff IT teams and vendors to align project outcomes with business needs and statewide IT standards.
Key Duties Include:
Document and validate program scope and key requirements with cross-functional sponsors and stakeholders.
Develop and maintain detailed project schedules resource plans and budgets; track expenditures and timelines.
Create and maintain project management artifacts in accordance with PMBOK guidelines.
Oversee implementation activities to ensure deliverables are completed accurately and on schedule.
Establish project governance processes; conduct formal presentations to stakeholders and leadership.
Coordinate with business stakeholders on rollout training and technical readiness.
Manage vendor deliverables to ensure all milestones are met.
Monitor project risks and issues; implement mitigation strategies as needed.
Apply DHHS and statewide IT standards and practices to all assigned projects.
Maintain project status in the State Project Portfolio Tool (MS Project Server/Touchdown system).

Demonstrated certifications and applied experience in EHR (preferably Epic) billing and revenue cycle project or program management. Proven experience managing resources to deliver projects within agreed cost schedule and quality parameters. Experience delivering presentations dashboards and project updates to executive leadership.
