Job Summary

The City of Bellevue is seeking aAdministrative Assistant (part-time) to join the Utilities Department Bill Assistance team. This role provides support to the Utilitys Bill Assistance program which offers discounts on utility bills for qualifying residents who meet the income threshold and other requirements of the program. The position is responsible for supporting the program and Program Administrator through review of assistance applications data entry communications coordination of events and ad hoc duties such as research and benchmarking. The incumbent will interact with a variety of residents and advocacy groups to help carry out the programs objectives and should have a passion for the community and helping others.

Schedule: Availability to support events or position responsibilities that occasionally occur on evenings or weekends

Essential Duties and Responsibilities

  • Following guidance from the Program Administrator help carry out the program while using judgment and working within program regulations.
  • Assist the Program Administrator in review of customer applications to assess applicant eligibly based on program guidelines and regulations
  • Provide timely responses to community members and customer questions as they are received. This includes inquires received in-person email and/or phone call.
  • Work with internal and external peers to collaborate on events designed to educate and enroll people in the program and develop ideas to expand the reach of the program.
  • Develop review and help distribute outreach materials for the program including brochures emails and social media posts.
  • Coordinate outreach events make simple presentations to groups and assist individuals with applying to the program.
  • Prepare and deliver small-scale group presentations for internal and external stakeholders.
  • Update program data in multiple systems and other data entry tasks.
  • Provide benchmarking perform research and communicate with agencies with similar programs.

Qualifications

Education and Experience:

  • Two years of progressively responsible related work experience. Experience or education in public administration urban planning social services or community development with demonstrated understanding of policy implementation or public-sector program operations a plus.
  • Minimum of two years of experience in administrative or program coordination roles supporting complex or specialized programs
  • Or any equivalent combination of education experience and training that demonstrates the required knowledge skills and abilities.

Knowledge Skills and Abilities:

  • Excellent verbal and written communication skills with the ability to draft edit and proofread documents and correspondences to be used for internal and external purposes.
  • Ability to work independently and seek guidance when necessary.
  • Ability to understand and apply program guidelines and regulations.
  • Ability to research analyze and evaluate proposed programs.
  • Intermediate skills in Microsoft Office including Excel Word Access and PowerPoint.
  • Ability to work effectively with a diverse population demonstrating cultural humility equity-centered practices
  • Ability to create or design informational documents.
  • Ability to multi-task and manage large volumes of work.

Supplemental Information

Flexible/Hybrid Working: A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the departments operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

  • The noise level in the work environment is usually moderately quiet.
  • Work is performed in a normal City office environment with meetings also occurring outside the office environment.
  • Travel to/from meetings and various locations.
This is a non-union partially benefitted position. Definition of a Part-time Employee:
This position will clearly average 28 hours per week or less. NOTE: Will be considered full-time and eligible for medical coverage if hours average 30 hours per week or more over a 12-month measurement period (or 130 hours per month)
