Job Description

Job Title: Oracle APEX Full-Stack Developer (Web/Mobile DevOps)
Location: Richmond VA (Hybrid)
Visa: No Constraints
Job Type: W2

About the role: Were seeking a senior Oracle APEX Full-Stack Developer to design and build modern web and mobile applications on the latest Oracle APEX versions deploy and operate them on Oracle Cloud Infrastructure (OCI) and own the DevOps/CI-CD pipeline. This role blends hands-on APEX development with strong OCI DevOps skills. Experience integrating Oracle E-Business Suite (EBS) with APEX is a plus.

Key Responsibilities:

  • Lead discovery: gather requirements define solution options estimate effort and document technical designs.
  • Design develop and implement browser-based and mobile-responsive apps using Oracle APEX (23.x/24.x) and ORDS.
  • Build secure REST services and integrations (APEX/ORDS REST/SOAP DB links) to connect APEX with Oracle EBS and third-party systems.
  • Stand up and manage OCI resources (Autonomous DB/Exadata/Compute Networking Vault Object Storage) and configure DevOps projects repos and pipelines.
  • Implement CI/CD (build test package deploy) environment promotion (DEV TEST PROD) and release automation.
  • Own performance & tuning (SQL Trace Explain Plan indexing hints bulk operations caching) and query optimization.
  • Create dynamic interactive APEX reports (IR IG charts) authorization schemes and robust security (RBAC session/state protection OAuth2/SSO).
  • Debug complex issues across stack layers and remediate defects quickly in a fast-paced environment.
  • Mentor teammates lead reviews and uphold best practices for code quality observability and security.

Must-have qualifications

  • 10 years designing and maintaining custom Oracle applications using Oracle APEX.
  • 10 years developing scripts in SQL/PLSQL for data conversion/migration.
  • 10 years working with External Tables joins indexes sequences; writing ad-hoc SQL and shell scripts as needed.
  • 10 years of query optimization & performance tuning (PL/SQL) using SQL Trace Explain Plan indexing hints Bulk Bind/Collect.
  • 10 years debugging complex applications and remediating defects in fast-paced environments.
  • 10 years effectively creating dynamic reports within Oracle APEX (Interactive Reports/Grids charts print/BIP).
  • Proven ability to lead groups gather requirements define solution sets and remediate defects end-to-end.
  • Hands-on OCI experience (provisioning DB/compute/networking security monitoring) and DevOps/CI-CD (Git-based workflows automated deployments).

Nice-to-have / plus

  • Experience integrating Oracle E-Business Suite (EBS R12) with APEX (APIs views concurrent programs OA Framework touchpoints Web ADI) and securing EBS APEX data flows.
  • Knowledge of Oracle Integration Cloud (OIC) BIP/OTBI and event-driven integrations.
  • Infra-as-Code (Terraform/Ansible) containerization (Docker/K8s) and observability (Logging APM).
  • Web skills: JavaScript HTML5/CSS3 APEX plug-ins responsive/mobile/PWA patterns.
  • Security: SSO (OAuth2/SAML) secrets management OWASP best practices.

  • Oracle APEX (latest) ORDS Oracle DB (19c/21c/ADW) SQL/PLSQL OCI DevOps Git Bash SQL Developer SQLcl BIP OTBI JIRA/Confluence (or similar).
