Primary Purpose of Position:

This position supports administrative work for a UAB staff of eight who are involved with evaluating and managing archaeological resources throughout the State. Substantial knowledge is required to perform a variety of tasks as a generalist in support of administration programming and technical operations. Employees perform a variety of ongoing work functions that include budget and procurement a diversity of archival and archaeological records GIS mapping reports and files public contact office equipment and computer software programs composition and general office duties. The employee is expected to work at higher levels of independence from regular supervision while working under the supervision of the Branch supervisor. The position may supervise volunteers interns and temporary employees. Employees work independently to perform office support and certain administrative and programming tasks in support of the UAB and require substantive knowledge of the branchs policies practices and procedures to select and apply the most appropriate process or guideline to complete the work.


Key Responsibilities include but are not limited to:

  • Budget and Procurement: This position is responsible for maintaining UAB state and federal budgets and the QAR state and grant budgets by keeping a ledger of expenditures preparing purchase orders for UAB and supervising purchasing for the QAR P-card purchases and logs processing travel reimbursement records arranging budget line item transfers maintaining line item balances keeping track of shipping and receiving and when appropriate picking up necessary equipment and supplies. The employee will also assist the UAB director with the preparation of new budget requests.
  • UAB Office Management: The employee provides essential UAB administrative support by overseeing the UAB personnel time management system (Beacon) maintaining office supplies keeping administrative files in an organized and timely fashion maintaining vehicle logs and arranges for periodic service and maintenance keeping policy files from department offices to disseminate to UAB staff attends meetings and prepares notes when needed and trouble shoots personnel and administrative questions and concerns. With assistance from other UAB staff members conduct an annual inventory of fixed assets buildings and equipment and when needed plan for surplusage unused equipment. This employee will with other staff input choose projects for and supervise student interns and volunteers.
  • Collections Records Management: This position is tasked with the maintenance of the database containing the UAB historic shipwreck files that includes over 5000 entries; to create and maintain a GIS database of the UAB Site Files. The employee will be tasked with organizing the UAB K Drive; complete a current list of artifacts held at UAB and compare to SATS database; and digitize the artifact records and drawings to provide proper back-up for this invaluable collection and provide searchable access for staff and researchers. The employee will also work closely with other OSA staff to include the UAB artifacts in the New Artifact Collection Database.
  • Publications/Reports: As requested the employee will type edit and format final copies of reports and articles and prepare graphics and final layout for publication or posting on the Internet.
  • Public Contact: The employee also is responsible for handling frequent walk-in inquiries at Fort Fisher. This position also has great deal of public contact via phone and email from the general public and parties involved with UAB including those representing Federal and state agencies Universities private contractors recreational dive groups UAB permit holders researchers and a host of others. The employee is required to disseminate information on UAB programs and/or direct them to the correct staff member. This position will process and handle all research requests for the UAB Underwater Sites. Work closely with supervisors (OSA and UAB) to create and participate in public events connected to the Queen Annes Revenge Shipwreck Project. These may occur at the conservation laboratory on-site (shipwreck recovery) museums or other public venues and include demonstrations lectures media interviews tours collection exhibitions and similar activities intended to share the QAR project findings with citizens school groups university classes public officials professional colleagues and other groups. Staff duties to fulfill these assignments involve frequent travel and extracurricular nights and weekends working hours.
  • Public Education: The employee may be tasked with preparing flyers posters or announcements on behalf of UAB and occasionally the employee will be asked to make public presentations or to provide tours for school groups and the general public.
  • Admin Support: Acquire and apply knowledge of most current DNCR procedures on business practices (budgets and accounting) personnel actions (paperwork and approvals flow) to daily work scheduling and performance. Work closely with DNCR administrative staff particularly with new employees and supervisors. Remain current on new/developing policies as they are made available by DNCR.

Section/Unit Description:

The Office of State Archaeology coordinates and implements a statewide program of prehistoric historic and underwater archaeology. The OSA is part of the North Carolina Office of Archives and History Department of Natural and Cultural Resources. The OSA serves as the professional archaeology staff for the State Historic Preservation Office and the NC Historical Commission. Legal and professional responsibilities include archaeological resource protection data inventory collections and records management public education environmental review grants administration and technical assistance to the public and other government agencies.

The Division of Historical Resources within the Office of Archives and History is home to four programs including the Office of State Archaeology; the Highway Historical Marker Program; The Historic Preservation Office; and Historical Publications.
