Job Description

Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

The successful candidate will lead the provision of frameworks tools and analytics to assure rigour in the planning for and appraisal of major investment decisions to ensure greater accountability and to support informed decisions by Metrolinx.

What will I be doing
  • Provides leadership and expertise in the development of frameworks standards and planning tools to enable the assurance of robust business cases to inform and direct Metrolinx investment decision making. Promotes the integration of industry-leading business case analysis through the project planning lifecycle for all priority projects.
  • Builds effective change management strategies to accelerate and facilitate the assurance and validation of business cases across the organization ensuring integration with the development of projects services and decision-making processes. Influences and effects change through the generation of comprehensive communication plans and the development of partnerships with clients. Leads the development of tools and resources that assist clients in managing business process change.
  • Provides guidance and oversees the development analysis and implementation of Key Performance Indicators (KPIs) for project teams to measure and monitor corporate progress and performance in achieving high quality evidence and business cases. Identifies trends anomalies and areas for potential improvement through data collection analysis interpretation and regular reporting.
  • Identifies and manages cross-project dependencies risks issues requirements design and solutions. Develops risk mitigation strategies to ensure compliance with enterprise policies and procedures design and schedule requirements and to manage corporate liability.
  • Provides leadership to projects that deliver complex economic analysis and critical performance measures. Determines the scope of projects that require assurance and prioritizes competing requests. Evaluates requirements to ensure data and other resources are available and adaptable to meet client needs. Deploys processes to ensure the quality accuracy and integrity of analysis as well as the timely delivery of end products to clients.
  • As a member of the business unit management team works with the Senior Manager and Director in developing advancing and delivering on the business unit strategy and plan. Manages and participates in the development and implementation of goals objectives policies and priorities for assigned programs; recommends and administers policies and procedures.
  • Builds and maintains relationships with other members of the Investment Panel Office and Capital Finance teams to shape the assurance process and provide analytical consultations with internal and external partners to deliver high caliber results for the business unit.
  • Establishes and maintains working relationships with counterparts in business units across the organization as well as industry peers government officials academia and other external stakeholders to understand and communicate research and analytical requirements and advance the state of business case analysis.
  • Acts as a subject matter expert on industry best practices and incorporates this expertise into economic and financial analysis and travel demand forecasting in the support of excellence in project evaluation methodology and business case development.
  • Other duties as assigned.
What Skills and Qualifications Do I Need
  • University degree in economics finance planning engineering or a related discipline-or a combination of education training and experience deemed equivalent. Graduate degree with strong emphasis on quantitative research economic cost benefit analysis and other transportation analytics methods and application would be an asset.
  • Public sector governance and policy experience would be a strong asset.
  • Minimum 8 years experience introducing and managing planning tools analysis standards and research that drive investment decision-making across an organization.
  • Principles theories concepts and practices of economic cost-benefit analysis to estimate the strengths and weaknesses of transit evaluation activities
  • Principles theories concepts and practices of transportation planning and travel demand forecasting including transit planning public policy urban planning transport economics and key Performance Indictors (KPIs) and performance measurement.
  • Program/project management experience within an environment of rapidly changing priorities while producing high quality deliverables on time; strong skills to lead simultaneous projects to tight deadlines (i.e. development project progress staff and project resources) and monitor activities for adherence to timelines and performance objectives.
  • Problem solving and negotiation skills to resolve conflicting priorities and to facilitate collaborative approaches.
