About the Organization and the Position:

Pender County is governed by a five-member Board of Commissioners who each serve four-year terms. Terms are staggered so that every two years two or three commissioner seats are up for election. The Board appoints and supervises the County Manager who manages the day-to-day operations of the County. Staffed by approximately924 full part-time and temporary positionsacross25 departments Pender County government provides essential services to community members including:

• Health and Human Services
• Environmental Management
• Planning and Community Development
• Recreation and Cultural Opportunities
• Economic Development

The General Fund currently stands at approximately $111 million but is projected to grow to around $200 million in 2026 when fire and emergency services are added to the countys responsibilities. The2025-2026 budgetreflects Pender Countys ongoing commitment to serving its residents managing growth responsibly and addressing the increasing demand for services. The FY 2025-2026 tax rate of 73.75 cents per $100 of ad valorem value is unchanged.

As part of its ongoing efforts to plan for a thriving future Pender County has asked community members to help shape its5-Year Strategic Plan which will guide priorities and decisions through 2030. County staff have developed a draft plan that includes a revised mission statement updated core values and strategic goals based on a careful assessment of the countys strengths and challenges. The seven draft strategic goals are:

• Enhancing public communication and transparency
• Improving access to services
• Increasing economic development
• Focusing on strategic growth and infrastructure planning

In carrying out duties the County Managerwill exemplify and elevate the Countys core values of Community Stewardship TransparencyProfessionalism and Excellence ensuring that all actions and decisions reflect the principles that matter most to the people of Pender County.

Key Position Priorities:

• Lead and manage growth by overseeing strategic planning for infrastructure expansion including water sewer roads broadband and a major expansion of emergency services in 2026.
• Encourage and strengthen staff by addressing staff turnover improving workplace culture evaluating and addressing workloads and creating a supportive organizational environment.
• Bring strong expertise in utilities management to actively participate in regional collaborations ensure the county proactively capitalizes on available resources by pursuing state and federal grant funding efforts for infrastructure in response to anticipated growth.
• Facilitate the successful integration of 300 emergency services personnel into county operations by July 2026.
• Maintain comprehensive readiness and response plans for major weather eventsparticularly hurricanesas a significant storm is inevitable despite nearly 30 years without one.

Qualifications:

A bachelors degree in Public or Business Administration or closely related field is required; a masters degree in Public or Business Administration and/or ICMA credentialed management is desirable. Candidate must have five or more years of successful and progressive levels of supervisory and management experience prefer experience in North Carolina local county government.
