Responsible for ensuring the Dual Language ESL Department remains in compliance with federal state and local regulations/policies including the correct development and monitoring of the department budgets and spending as well as with compiling required internal and external Compliance Reports. Additionally the analysis of complex datasets to drive strategic decision-making and validating data within all district systems as pertains to emergent bilinguals (EBs) and meeting local state and federal compliance requirements as pertains to EBs.
Manage and develop the department budgets according to the Executive Director and Director guidelines ensuring the achievement of the department goals and objectives while remaining in compliance with all federal state and local policies.
Supervise the preparation of the request for proposal contract of services purchasing of materials check requisitions payroll information submitted into the Oracle system and other expenditures ensuring they are in keeping with all federal state and local policies/procedures.
Oversee the financial planning and preparation of the Workscopes Grants applications Amendments and other related issues ensuring the documents are properly completed and submitted in a timely manner.
Provide data analysis and validation in developing customizations and reports for all district network systems as pertains to emergent bilinguals (EBs) and meeting local state and federal compliance requirements as pertains to EBs.
Oversee and compile all the information required by internal and external auditors as well as by the TEA and US Department of Education auditors.
Develop and implement system for gathering data related to federal reporting requirements on all emergent bilinguals and teachers of emergent bilinguals including teacher certification for yearly reporting to TEA.
Manage internal department control procedures and guidelines for all kinds of expenditures and compliance reports ensuring the Executive Director and Director receive accurate information prior to the approval.
Manage efforts to ensure data quality and integrity throughout the department and districtwide through the application of data governance best practices including verifying PEIMS reporting data.
Develop and manage Staffing and Leveling processes for teachers of emergent bilinguals including providing and analyzing direct student and personnel data by coordinating directly with departments including HCM School Leadership Demographics and Budget.
Supervise assigned staff.
Bachelors Degree from an accredited university in business or related field required: Masters Degree from an accredited university preferred.
TASBO certification preferred.
5 direct years of experience required experience in business financial reporting compliance or related fields.
5 years of experience in data analysis or a similar role with demonstrated expertise in statistical.
Extensive knowledge of federal state and local polices as relates to expenditures and programs for emergent bilingual students.
Extensive experience working with DISD Budget System for federal and general operating funds as well as knowledge of Auditing ability to create a variety of financial and compliance reports.
Proficiency in SQL for complex data manipulation and querying.
Strong analytical mindset with the ability to translate complex data into actionable insights.
Demonstrated ability to interact with all level of district personnel as well as contribution as a constructive and collaborative team member.
