Job Description

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Application and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Application and Supplemental Questionnaire must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. These documents will only be accepted on-line. Failure to submit a complete application by the last day to file will result in disqualification.

The current vacancies are in Alameda County Child Support Services and Alameda County Health.

ALAMEDA COUNTY HEALTH

Alameda County Health is the local government agency that promotes and protects the health and well-being of all who live work learn and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access organize and deliver health care and services to people with Medi-Cal and without insurance support resilient communities and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

Alameda County Healths departments and programs focus on services and support that provide care for the whole person.

The Behavioral Health Department provides mental health and substance use services for people with Medi-Cal and without insurance and supports people along their path to wellness recovery and resilience.

The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.

The Public Health Department focuses on community and population-level health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.


THE POSITION

Under direction to plan direct and review the work of a small professional staff; to plan design and conduct operational policy and programmatic studies; to recommend and assist with the implementation of program policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.

IDEAL CANDIDATE

In addition to the minimum qualifications and knowledge and skills listedbelow ideal candidate for these position willhave demonstrated a trackrecords of success analyzing big data and providing complex analysis and report writing using advanced technology to support the implementation and modification of public service programs policies and procedures. These positions are most suitable for strategic thinkers who can easily lead others in programmatic and organizational change initiatives.

Additionally the ideal candidate will have the:

    MINIMUM QUALIFICATIONS

    Either

    The equivalent of one year of full-time experience equivalent to or higher than the class of Management Analyst in the Alameda County classified service.

    Completion of the Alameda County Management Academy Management & Supervision Certificate Program may substitute for six (6) months of the required qualifying experience.

    Or

    Education:

    The equivalent to graduation from a four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration or a field related to the work.

    (Additional professional or para-professional administrative services experience may be substituted for the education on a year-for-year basis.)

    And

    Experience:

    The equivalent to one year of full-time professional-level experience in the planning and conduct of management operational policy or programmatic analyses and studies preferably in a public agency setting.


    Licenses:

    Specified positions may require possession of a valid California drivers license.


    NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of:

    Principles and practices of employee supervision.
    Principles and practices of complex operational and programmatic research and analysis.
    Theories and practices of applied statistics.
    Principles of public administration.
    Programs and service delivery in the area to which assigned.
    Practices and techniques of administrative and statistical analysis and report preparation.
    Computer applications and hardware and software related to the work.
    Budgetary and financial record-keeping techniques.
    Office administrative practices and procedures including records management and the operation of standard office equipment.

    Plan design and conduct sophisticated operational management and related studies and analyses including advanced statistical analyses.
    Research compile and summarize varied information evaluate alternatives and reach sound conclusions.
    Interpret explain and apply complex policies regulations and procedures.
    Prepare clear and accurate reports correspondence procedures policies and other written materials.
    Represent the department and the County in meetings with others.
    Organize and prioritize work and meet critical deadlines.
    Exercise sound independent judgment within established policies and guidelines.
    Establish and maintain effective working relationships with those contacted in the course of the work.
