The City of Paso Robles is looking for a driven solutions-focused Information Systems Technician III/IV to join our Information Technology team. Wage Ranges:
Information Systems Technician III: $36.65 - $46.52 per hour $76238.50 - $96753.54 annually
Information Systems Technician IV: $40.28 - $51.12 per hour $83781.36 - $106319.20 annually

This recruitment is being conducted for both Information Systems Technician III and IV levels. Placement will be determined based on the candidates education experience and demonstrated competencies. The successful candidate will be expected to progressively grow into the Technician IV role through continued professional development increasing responsibilities and performance that meets or exceeds expectations.

The Organization

The City of Paso Robles was incorporated in 1889 as a general law city and operates under the Council-Manager form of government. As of January 1 2025 the Citys population has grown to approximately 31061 reflecting consistent growth over recent years as more residents are drawn to the Citys high quality of life strong community identity and comprehensive municipal services.

The City is a full-service municipality meaning it provides a wide range of essential public services directly to its residents. These include police and fire protection emergency medical response water and wastewater utilities parks and recreation planning and development services public works and community enrichment programs. The City is committed to delivering responsive effective and efficient services that enhance the well-being of its residents and support a safe sustainable and vibrant community.

The governing body consists of a five-member City Council: the Mayor elected at large by the voters of the City; and four Councilmembers elected by district. Voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager appointed by the City Council serves as the Chief Executive Officer and is authorized to appoint all non-elected employees with the exception of the City Attorney.

The City operates with a total annual budget of $145.7 million for fiscal year 2025-26 and employs 314.44 full-time equivalent positions across the departments of Administrative Services City Managers Office Community Development Community Services Fire and Emergency Services Police Public Works and Utilities.

Typical Duties

The following duties are typical of this classification. Incumbents may not perform all of the duties set forth below and/or may be required to perform additional related duties to address City needs and changing business practices.

  • Install test maintain and troubleshoot network hardware software systems and applications including but not limited to cabling servers workstations peripherals routers switches storage area networks data communications equipment smartphones and firewalls
  • Serve as administrator for Windows Servers SQL Server email systems Internet/Intranet access voicemail and VoIP telephone systems
  • Implement and maintain security solutions such as antivirus software security proxy tools and phishing protection to ensure compliance with City security standards
  • Act as the technical expert for information technology projects which may include project management system design contract coordination and technical review of the work of others
  • Serve as technical resource and primary point of contact for departmental system users; provide desktop and end-user support by remote session telephone email or in person including visits to remote sites
  • Troubleshoot and assist users in solving operational hardware and software application problems; evaluate problem severity and resolve or escalate to appropriate personnel or vendor for resolution
  • Maintain an inventory of addresses laptops workstations servers and peripheral equipment
  • Assist with the routine installation configuration maintenance troubleshooting and upgrading of servers mid-range computers and related equipment at local and remote sites
  • Perform system administration functions according to desktop security policies which include monitoring and adding applications users and devices modifying user profiles resetting passwords and performing file maintenance
  • Serve as a liaison to all City departments by evaluating their technical needs and providing recommendations for new or improved systems and equipment
  • Evaluate and test new hardware and software to determine compatibility with existing systems and ensure alignment with City standards
  • Participate in the proper storage retention and destruction of data and program files in line with regulatory and departmental guidelines ensuring accurate tracking and compliance
  • Monitor servers storage systems and network performance; respond to system alerts and usage trends to ensure optimal operation
  • Provide support for desktop applications including Windows Word Excel PowerPoint Outlook and Teams
  • Coordinate with external vendors to diagnose and resolve hardware or system software issues
  • Assist in the development and implementation of policies and procedures related to system operations and security; recommend improvements to increase efficiency and safeguard system integrity

Employment Standards & Special Requirements

Knowledge of:

  • Business computer systems including LAN/WAN infrastructure cabling servers workstations and peripherals routers switches IP addressing DNS and DHCP

  • Computer networks and systems their operation support development and migration
Ability to:
  • Analyze diagnose and troubleshoot information technology networks servers systems and workstation hardware and software using logic to solve problems
  • Quickly analyze and respond to incidents
  • Perform periodic system maintenance after hours utilizing a flex schedule or overtime when necessary
  • Communicate clearly and effectively in both oral and written forms using appropriate technical language for a variety of audiences
  • Plan implement and support complex technology applications and systems
  • Independently evaluate complex problems and recommend effective solutions
  • Organize work set priorities and complete projects efficiently and cost-effectively
  • Establish and maintain effective working relationships at all levels throughout the organization
  • Maintain technical expertise and competence through ongoing training and effectively train others on newly adopted tools or systems
Education & Experience:
Any combination of training and experience that would provide the required knowledge skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to graduation from high school; and
  • Four years of responsible information technology experience preferably supervising complex secure virtualized windows server networks.
A bachelors degree in computer science information technology applied technology or related field; experience working in a public agency; andMicrosoft certifications in Windows Azure AD Microsoft 365 SQL Server or Windows Server 2019 are all highly desirable.

Licenses
Must possess a valid California Class C driver license and have a satisfactory driving record.


Distinguishing Characteristics
Information Systems Technician III is a lead level position that performs a wide range of routine and reoccurring system and user support services. Incumbents may plan and conduct special projects and assignments involving difficult critical and/or technical work responsibilities.

Information Systems Technician IV is an expert-level multi-disciplinary technical support class that is responsible for planning and executing the most difficult high-impact projects requiring deep technical expertise across multiple domains. Incumbents at this level operate with a high degree of autonomy provide technical leadership and act as a key resource for resolving the most advanced technical issues.

Placement in the III or IV level will be based on the candidates qualifications and experience; however the selected candidate will be expected to grow into the Technician IV level over time through continued development and demonstrated performance.
